On May 16, Nghe An Provincial People's Committee said that Chairman of Nghe An Provincial People's Committee Vo Trong Hai has just chaired the regular citizen reception session in May 2026.
At the next session, many cases related to the issuance of Land Use Right Certificates and policies on compensation for site clearance and resettlement support were brought up for consideration.
Specifically, the Chairman of the Provincial People's Committee and the Provincial Citizen Reception Council received Mr. Hoang Van Lien and Mr. Hoang Van Hong (residing in Tan Son 4 hamlet, Van Hien commune). The two gentlemen proposed that competent state agencies inspect the fact that the Do Luong District People's Committee previously issued Certificates of Land Use Rights to the households of Ms. Nguyen Thi Hai and Mr. Nguyen Tat Dong in Tan Son 4 hamlet, Van Hien commune, which overlapped with the Hoang Van clan cemetery from 1996.
After listening to reports from local leaders and opinions from relevant departments and agencies, Chairman of the Provincial People's Committee Vo Trong Hai assigned the Department of Agriculture and Environment to establish an inter-sectoral working group to comprehensively review and inspect dossiers, the current status of land use, specifically determine the scope of overlapping ancestral grave land and the responsibilities of relevant units to have solutions. Van Hien Commune People's Committee is assigned to inspect dossiers and on-site inspections. Within 15 days, units must report the inspection and review results to the Chairman of the Provincial People's Committee.
The Chairman of the Provincial People's Committee also requested departments, branches, and localities to carefully review the origin of land, ensuring the identification of beneficiaries and compensation and support regimes in accordance with legal regulations. In particular, commune-level heads must improve their responsibility in citizen reception and resolution of petitions right from the grassroots level, and prevent the situation of petitions exceeding the level for a long time.
In addition, the Chairman of the Provincial People's Committee requested the Office of the Provincial People's Committee and the Provincial Citizen Reception Board to advise on signing and issuing documents directing the improvement of the responsibility of the Chairman of the Commune-level People's Committee in citizen reception work.
According to the direction of the Chairman of the Provincial People's Committee, cases after being assigned tasks must be resolved thoroughly, avoiding people going back and forth many times, prolonging processing time, affecting the rights and lives of the people.
