According to the Project on protecting, exploiting, and promoting the value of Ha Long Bay - Yen Tu World Heritage Site, associated with Bai Tu Long Bay, which has just been approved by the People's Committee of Quang Ninh province, Quang Ninh province has set out 10 tasks and solutions to protect, exploit, and promote the value of world heritage sites.
In which, regarding the tasks and solutions to attract investment, it will study and promote the implementation of public-private partnership (PPP) investment forms for projects on management, exploitation, and sustainable promotion of the value of Ha Long Bay, Yen Tu World Heritage Site; Bai Tu Long Sea Park establishment project.
In particular, Quang Ninh Provincial People's Committee assigned relevant units to study and propose a plan to organize bidding to select investors to exploit Ha Long Bay overall; a plan to organize bidding to select investors to exploit service activities at routes, points or each route/visit point on Ha Long Bay, ensuring that the State plays a role in orienting and controlling conservation goals, and the private sector participates in providing services, operating, and effectively exploiting infrastructure according to market mechanisms.
Completing the mechanism of allocating sea areas and leasing forest environment to organize cooperation in exploitation and development of tourism services in Ha Long Bay, Yen Tu and Bai Tu Long Bay, ensuring the principle of harmonizing interests between the State, investors and the community; researching and implementing the Real-Sightseeing Performance Area in Nam Cau Trang area or Hon Gac area.
Previously, there was also a policy to study bidding for the right to exploit Ha Long Bay.
Revenue from ticket sales to visit Ha Long Bay in recent years has often been at the threshold of 1,000 billion VND.
2021 achieved the highest revenue - with about 1,286 billion VND, with welcoming nearly 4.4 million visitors, including nearly 2.9 million international visitors.
In the years affected by the COVID-19 epidemic, revenue decreased sharply and only increased again from 2023, with more than 786 billion VND in 2023, more than 973 billion VND in 2024 and more than 1,014 billion VND in 2025.
