Quang Ninh Provincial People's Committee has just issued a document assigning the Construction Investment Project Management Board of Zone I to propose a plan to handle the existing land fund of Cai Lan Shipbuilding Industrial Cluster (belonging to Viet Hung ward), including a plan to relocate Ha Long Shipyard.
Ha Long Shipyard located on the banks of Cua Luc Bay currently has about 1,200 officials, workers, and laborers. In recent years, this unit has had many contracts to build modern ships for both domestic and international partners, from fisheries surveillance ships, cargo ships to carriers, container ships, tourist ships...
In particular, Ha Long Shipbuilding Co., Ltd. has a long-term cooperation project with Damen Group (Netherlands) on building many modern ships, including CSOV wind power services.
Ha Long Shipyard is one of the industrial facilities in the plan to relocate out of the coastal area of Cua Luc Bay of Quang Ninh province.
Previously, Quang Ninh province also planned to relocate Ha Long Cement Factory and Thang Long Cement Factory, located in the north of Cua Luc Bay, before 2030.
From 2018, Quang Ninh province has sent many documents to relevant ministries and sectors proposing to adjust the phase 2 investment of 2 cement plants out of the Vietnam Cement Industry Development Plan for the period 2011-2020, towards ending the operation of the current 2 plants by 2030. The reason is to protect the environment and landscape of Cua Luc Bay, Ha Long Bay and surrounding residential communities.

However, this issue still has many differences between Quang Ninh province and related parties. The old Ministry of Construction once proposed that Quang Ninh study and consider the proposals of investors to be allowed to maintain production and continue investing in phase 2 to promote the efficiency of the overall project.
To develop "green", sustainably, and in accordance with the new role of Cua Luc Bay, Quang Ninh province recently also has a policy to convert the function of Cai Lan Port, from a general port to a tourist port.
Cai Lan Port is a deep-water port in Cua Luc Bay, Bai Chay ward, Quang Ninh province, possessing modern and synchronous infrastructure, capable of bringing ships from 1 to 50,000 tons to dock; loading and unloading capacity from 5 to 8 million tons/year.
Cai Lan Port includes 7 wharves, which are wharves of Quang Ninh Port JSC and Cai Lan International Container Port of an international joint venture.
Both of the above units have invested quite heavily in infrastructure systems, such as wharves, warehouses, cranes... to serve cargo loading and unloading.
The relocation and conversion of the functions of some of the above production facilities is in accordance with the General Plan of old Ha Long City to 2040, approved by the Prime Minister in 2023, which mentions the relocation of polluting and potentially polluting facilities out of the area around Cua Luc Bay.
Because, according to the plan, Cua Luc Bay is taken as a connecting center, in a multi-polar direction, harmonizing with the world natural heritage of Ha Long Bay and the northern mountainous areas of the old Ha Long City.
However, it is known that to date, the above policies are still being further researched because they are still related to many issues, including the production and business situation of enterprises, compensation work, as well as the jobs of workers.
