Cua Luc 2 Bridge has been in the construction plan since previous years along with Cua Luc 1 Bridge (Love Bridge), Cua Luc 3 Bridge (Binh Minh Bridge), to gradually concretize the planning, build Cua Luc Bay as an inter-regional connecting center, a place for new urban development, services, eco-tourism and high-tech industry...
However, Quang Ninh prioritizes investment in the construction of Tinh Yeu Bridge (investment capital of VND 2,109 billion) and Binh Minh Bridge (investment capital of more than VND 1,700 billion) first.
The completion and use of Tinh Yeu and Binh Minh bridges has contributed to the development and expansion of urban space in the area around Cua Luc Bay, attracting investment in industrial parks and industrial clusters, while reducing traffic through Bai Chay Bridge and National Highway 18 in the old Ha Long City inner-city section, ensuring the travel needs of people are convenient and safe during the rainy and stormy season.
At a recent meeting, Quang Ninh Provincial Party Secretary Quan Minh Cuong requested the Party Committee of the Quang Ninh Provincial People's Committee to continue implementing investment preparation and financial resources to be able to start construction of a number of key projects in 2026, including Cua Luc 2 bridge.
According to the route planning and previous design, Cua Luc 2 bridge is expected to be 3.5 km long (including access roads), connecting National Highway 279 (old Le Loi commune, now Thong Nhat commune) and National Highway 18, Bai Chay ward.

Regarding the construction location details, Cua Luc 2 bridge will run parallel to the conveyor belt of Thang Long cement factory. At the beginning of Bai Chay ward, the bridge will connect to National Highway 18, the section opposite The Dragon Castle apartment building and AEON commercial center.
In Thong Nhat commune, Cua Luc 2 bridge will connect to the intersection between National Highway 279 and Road 342.
In order to continue to connect smoothly and open up new development spaces around Cua Luc Bay, on December 19, 2025, Quang Ninh province started construction of 2 routes around this bay, with a total investment capital of nearly VND 5,500 billion from the budget.
These are the Cua Luc Bay Northwest Coastal Road Project, connecting from Trai 2 Bridge over Tinh Yeu Bridge and connecting to National Highway 279, 8.3km long, with an investment capital of VND 2,524 billion and the Landing Road Project extending from Tran Quoc Nghien Street (near P4 of Bai Chay Bridge) through Binh Minh Bridge to Bang Bridge, 7.4km long, with an investment capital of VND 2,550 billion.
Both projects are scheduled to be completed in 2028.
These two additional projects, along with Cua Luc bridge, the area around Cua Luc bay will be synchronously connected to the province's expressway axis connecting with important border gates, airports, and seaports; forming a long sea route from Bai Chay to Cam Pha with a total length of tens of kilometers, passing through most of the landscape areas, key tourist centers, urban areas, economics, and administration of the province, etc., becoming a connecting center, a multipolar urban area of Quang Ninh.
Cua Luc Bay is nearly 20km2 wide, where 6 estuaries from upstream to the sea intersect. This place possesses many outstanding advantages when located adjacent to Ha Long Bay - World Natural Heritage, adjacent to the northern part of the province with a large amount of land, a highway along the province, Cai Lan deep-water port can accommodate ships up to 75,000 DWT...
Currently, administrative units located in Cua Luc Bay include: Bai Chay Ward, Hong Gai Ward, Cao Xanh Ward, Viet Hung Ward and Thong Nhat Commune.
To connect the two areas of Hon Gai and Bai Chay smoothly, reducing the load on Bai Chay bridge, Quang Ninh province still plans to build a road tunnel through Cua Luc bay, with a total estimated investment of about 10,000 billion VND.
Currently, there are some investors interested in this project.
