Slow implementation of many items
The project " Suoi Xanh Coffee Cultural Ecological Urban Area" (Suoi Xanh project) was approved by the Dak Lak Provincial People's Committee in 2016, with a total area of over 45 hectares and an initial investment capital of VND 2,128 billion, then adjusted to VND 2,792 billion. Trung Nguyen Investment Joint Stock Company (Trung Nguyen Company) is the investor.
According to the plan, the project includes a cultural park, eco-tourism, coffee museum, house, coffee paradise space and traditional Central Highlands long house... The project is divided into two phases. Phase 1 has a total investment of VND 1,247 billion. Investors build hotels, schools, complete technical infrastructure, museums, green parks and commercial houses.
To date, there are still more than 350 unfinished commercial housing units. The hotel and school items have not been completed. These are 2 particularly important projects in phase 1 of the project.
According to the Department of Construction of Dak Lak province, at the end of 2024, the Dak Lak Provincial People's Committee will adjust the construction progress of phase 1 (4th time) on an area of 19.8 hectares. Accordingly, the total number of houses in the project is 611 (phase 1 has 425 apartments). The investor requested an extension of the completion time of phase 1 projects due to many reasons, including the reason that the COVID-19 epidemic has affected the construction progress of the items.
Mr. Nguyen Van Hoang - Deputy Director of the Department of Agriculture and Environment of Dak Lak province - confirmed that in the housing area at the Suoi Xanh project alone, the authorities have issued more than 40 pink books to the people. However, many home buyers have not been granted a certificate. The unit only considers granting books to houses that have been appraised and notified by the Department of Construction to meet the conditions.

Environmental registration not yet, phase 2 is "shelved"
At the end of 2024, Trung Nguyen Company sent a document to the authorities of Dak Lak province to ask for opinions on the dossier requesting an environmental license for phase 1 of the Suoi Xanh project with a scale of 19.8 hectares.
However, according to the Department of Natural Resources and Environment of Dak Lak province (now the Department of Agriculture and Environment), the proposal for an environmental license has not clarified the actual investment and operation of wastewater collection items, and has not fully implemented the forecast of environmental impacts and environmental protection measures.
On February 27, Mr. Hoang Van San - Deputy Director of the Department of Agriculture and Environment of Dak Lak province - informed: "The dossier of Trung Nguyen Company has been returned many times to request additional and correction but is still not complete. According to the new regulations, in phase 1 of the Suoi Xanh project, the investor must complete environmental registration procedures at the grassroots level. The specialized departments under the People's Committee of Buon Ma Thuot City are responsible for solving this problem".
On the same day, the Department of Agriculture and Environment of Buon Ma Thuot City responded that it had not yet received and processed any documents related to environmental registration procedures at the Suoi Xanh project of Trung Nguyen Company.
Phase 2 of the Suoi Xanh project was approved for implementation from the first quarter of 2018 to December 31, 2023, with a total investment of VND 1,545 billion, area of 24.05ha. During this period, the enterprise plans to build social housing with an area of up to 25,000m2, coffee ecological cultural park, commercial center, Suoi Xanh lake and Davinci villa. However, all items have not yet been started.
According to the leader of the Dak Lak Provincial Department of Construction, phase 2 of the Suoi Xanh project has been delayed for nearly 7 years.
Mr. Vu Van Hung - Chairman of Buon Ma Thuot City People's Committee - affirmed: "The authorities are ready to coordinate with Trung Nguyen Company to continue implementing phase 2. Including accelerating site clearance and supporting compensation for people subject to relocation. However, because the Provincial People's Committee has not completed the land allocation procedures, phase 2 is still facing many problems and needs to be resolved".
In fact, in phase 1 of the project, the school project has not been implemented, the land for the school is fenced off, and there are no workers working. Even the contractor is not sure when this project will be built. Meanwhile, the hotel is located right at the frontage of the project, which has only completed the rough construction.
