On June 12, speaking with a reporter from Lao Dong Newspaper, Ms. Hoang Hien Hanh - Deputy Director of Branch No. 1, Hanoi Public Administration Service Center - said that Branch No. 1 is the first unit to deploy online tasks in the field of public administration, so the implementation of online construction licensing procedures is very convenient.
Since the beginning of June, the unit has received 539 dossiers and processed 100%, without any problems. After the application was submitted, the responsible officer conducted a comparison, inspection and transferred it to the Economic - Infrastructure and Urban Affairs Department of Tay Ho District in just about 10 minutes. On the same day, the district's authorities will respond to the results and notify citizens whether the documents are eligible for processing or not.
Ms. Hanh also emphasized that the clear advantage of online application submission is the simple implementation. When people do it at home, there is a video clip to guide or they can call hotline 1022 branch 7 for support and answers. For the elderly coming to the center, there will be staff to guide and support online application submission, so there are no obstacles.
In addition, people are not only exempted from construction permit fees but also exempted from express delivery of application results (the normal fee is 26,000 VND/time). More importantly, submitting documents online helps increase transparency, limiting negativity when people and handling officers do not have direct contact, thereby contributing to preventing and combating corruption in handling administrative procedures.
According to Ms. Hanh, the center has proactively upgraded its technical infrastructure and expanded bandwidth to receive messages with a capacity of up to several GB, ensuring that people can operate quickly without any obstacles when performing online procedures.
Mr. Le Anh Tu (residing in Dong Me, Nam Tu Liem District, Hanoi) said that when completing procedures online, he finds it very convenient. Sitting at home, it only took him more than 20 minutes to complete the procedures to apply for a house repair license, and the results were sent to his home. "Previously, you had to wake up early to go queue up to submit documents, which took a lot of time," said Mr. Tu.
According to regulations, construction works are divided into 5 levels based on scale, capacity and structure. In particular, special works are over 200m high, from over 50 floors or more; while level IV works are the smallest, with a height of under 6m, one floor and a total floor area of under 1,000m2.
Online procedures include: Issuing construction permits; repairing and renovating; adjusting construction permits; extending... The subjects of application are individual houses and works from level IV to special works. People and businesses submitting documents online are exempted from fees until the end of 2025, and are also supported with the cost of paying results on the spot (26,000 VND/trip).
