The Government Office has submitted a Decree on implementing the one-stop, one-stop mechanism in handling administrative procedures.
According to the draft Decree, the Provincial Public Administration Service Center is an administrative organization under the Office of the Provincial People's Committee (PPC), with the function of receiving, digitizing, returning results and monitoring the settlement of administrative procedures throughout the area.
The leaders of the Provincial Public Administration Service Center include 1 Director who is Deputy Chief of the Provincial People's Committee Office or equivalent.
In addition, there are no more than 2 Deputy Directors who are Department Heads or equivalent of the Provincial People's Committee Office, appointed by the Chairman of the Provincial People's Committee.
To carry out the task, the Provincial Public Administration Service Center has civil servants and public employees under the payroll of the unit; civil servants and public employees of provincial-level professional agencies, central agencies organized according to the vertical sector system in the locality sent to the Center Director's request.
In addition, the Center has personnel under labor contracts signed with personnel of public postal service providers; personnel of public service providers provided at the Center.
The Center is assigned many important tasks such as fully and promptly publicizing administrative procedures; receiving, guiding and processing records; coordinating with competent authorities to resolve interconnected procedures or resolving them within the day.
The center is also a unit to support people and businesses to use online public services, collect fees and charges (if any), process or forward feedback and recommendations to competent authorities.
In addition, the provincial center is responsible for urging, monitoring, supervising and evaluating the implementation of the one-stop, one-stop mechanism in all administrative units in the province.
The draft Decree also stipulates the arrangement of necessary equipment and support services at the center such as electronic payment, translation, printing, document photography, etc. to facilitate organizations and individuals to complete procedures.
The consolidation and enhancement of the role of the provincial-level public administrative center is expected to improve service efficiency, shorten processing time for records and increase the satisfaction of people and businesses, in line with the goal of building a professional and modern administration.
