According to the Ministry of Home Affairs, the establishment of the Commune-level Public Administration Service Center is being consulted by localities and carefully studied.

The Minister of Home Affairs Pham Thi Thanh Tra - Standing Deputy Head of Steering Committee arranged administrative units at all levels and built a model of organization of local government 2 levels signed Official Letter No. 03 to the Provincial Party Committee, People's Committee and City under the Central Government on orienting a number of tasks to arrange administrative units and local government organizations 2 levels; Regarding the organizational structure, officials, public servants and officials when arranging.

Official dispatch No. 03 orients the functions, tasks and powers of specialized agencies under the new commune-level People's Committees, including: People's Council and People's Committee Office; Economic Department (for communes, special zones) or Economic, Infrastructure and Urban Affairs Department (for wards and special zones of Phu Quoc); Department of Culture - Social and Public Administration Service Center).

Talking to the press, Director of the Local Government Department (Ministry of Home Affairs) Phan Trung Tuan said: In the project of the Party Committee of the Government submitted to the Politburo and the Party Central Committee, it was expected to initially establish a number of specialized agencies of the People's Committee of the commune.

Accordingly, it is expected to establish 3 departments and 1 Public Administration Service Center. However, that was the initial policy and orientation, which will later be specified in the Government's Decree on specialized agencies at the provincial and commune levels.

According to Mr. Tuan, there will be specific regulations on the assessment of indicators such as: Population scale, natural area, management characteristics, specific functions, tasks and powers according to the industry and field of each locality.

From there, there are calculations to propose to competent authorities on organizing specialized agencies to assist the commune level, including the Public Administration Service Center.

"In the process of researching and proposing the development of the Government's Decree on how to organize the Public Administration Service Center in communes in the coming time, we will carefully study each model of the current localities. At the same time, we will collect practical opinions from localities to propose a model of a Public Administration Service Center for suitability" - Mr. Tuan informed.

The Director of the Department of Local Government analyzed that this model has functions and tasks and is associated with ensuring the requirements for handling administrative procedures of people and business organizations in the area.

"This is organized by commune or only by some communes or areas inter-commune, inter-ward, then we will report to the competent authority during the research process" - Mr. Tuan said.

Previously, the Ministry of Home Affairs had planned to propose the functions, tasks, and powers of public administrative service centers under the People's Committees at the commune level, including:

Advising and assisting the People's Committees at the commune level in implementing tasks on building e-government; organizing the implementation of the one-stop, one-stop mechanism in handling administrative procedures and providing direct public services to people, organizations and businesses in the area.

Coordinate with central state agencies to organize along the industry in the province or area to receive and handle administrative procedures of people and businesses at the commune level.
