On National Highway 4E (old) in Pom Han and Xuan Tang wards (now Cam Duong ward), localized flooding has always been a concern for people during floods.
In particular, the section through Nguyen Co Thach Street (Group 23, Cam Duong Ward) has been flooded many times after heavy rain, causing traffic insecurity.
To thoroughly handle this infrastructure bottleneck, the locality has implemented a project to build a new drainage system with a total investment of 3.5 billion VND, invested by the Cam Duong - Hop Thanh Construction Investment Project Management Board.

According to the record on December 11, in addition to the existing small drainage system that is overloaded during the rainy season, the units are currently implementing the construction of new, larger sewer components.
The new project started at the end of September, including the construction of a drainage box culvert about 500 m long, adding manholes, a revenue gap and restoring the road surface after digging and opening.
The investor said that the goal is to create a main drainage route with enough capacity to collect water from alleys and residential areas along the old National Highway 4E, reduce flooding in the entire area and improve travel conditions for people.

However, people living around the area believe that the construction of the culvert is not guaranteed because there is no paving stones below, and there is a risk of the culvert sinking after completion.
Mr. Nguyen Duc Minh (resident of Group 23, Cam Duong Ward) shared: "We are very excited because the new drainage culverts are larger, helping to reduce the risk of flooding in the area. But it is not known whether the sewers will sink or not after completion because there is no rock lining or compaction underneath".
According to Mr. Minh, people hope the project will be done quickly, making standards so that next year's rainy season will not be without flooding.

Some other households expressed their hope that the construction process should pay attention to ensuring safety so as not to affect the lives of people near the project.
Regarding people's reflection and discussion with reporters, Mr. Nguyen Ngoc Anh - Director of Hieu Quan Construction Joint Stock Company affirmed that the construction unit always complies with approved designs.
"We have sent excavators to check again under the witness of the people and the investor to prove to the people that there was a 10cm rock lining before placing the culverts.
Even for areas with weak soil, the unit proactively uses boulders to reinforce to ensure the soil is firm. Therefore, people can rest assured about the quality of the project," said Mr. Ngoc Anh.

Mr. Pham Ngoc Thang - Head of the Project Management Department - Cam Duong - Hop Thanh Construction Investment Project Management Board, said that the project is being implemented on schedule, prioritizing early completion for people to travel safely and conveniently.
"We know the people's expectations. The project will be closely monitored for quality, especially at connecting points. After the unit dug up and had a rock covering below, the people were completely assured of the construction. The project will be built under contract and handed over for use in 2026" - Mr. Pham Ngoc Thang informed.
The project is expected to be completed in March 2026. When put into operation, the new drainage line is expected to fundamentally solve the problem of flooding, while raising urban infrastructure standards of Cam Duong area.
