Clause 1, Article 137 of the 2024 Land Law stipulates the conditions for granting red books to households and individuals who are using land stably and have one of the following documents established before October 15, 1993:
Documents on land use rights issued by competent authorities during the implementation of land policies of the Democratic Republic of Vietnam, the Provisional Revolutionary Government of the Republic of Vietnam and the Socialist Republic of Vietnam.
Documents on land use rights issued by competent authorities under the old regime to land users. For example, land contracts; home purchase and sale documents; real estate section documents certified by the agency under the old regime; house construction permits; judgments of the old regime Court that have come into effect...
The temporary land use right certificate is issued by a competent authority or is listed in the land registration book or land registration book.
Documents on transfer of land use rights, purchase and sale of houses attached to residential land are confirmed by the People's Committee at the commune level to have been used before October 15, 1993.
Land registration book, form book established before December 18, 1980 with the name of the land user.
One of the documents established during the process of implementing land registration under Directive 299/TTg of the Prime Minister related to the work of measuring, classifying, and registering land plots nationwide managed by state agencies under the name of land users.
Documents on house declaration and registration are confirmed by the People's Committees at the commune and provincial levels, including the area of land with houses.
Documents of the national defense unit on land allocation to officers and soldiers for housing according to Directive No. 282/CT-QP dated July 11, 1991 of the Minister of National Defense and this land allocation is in accordance with the land use planning for housing for officers and soldiers in the national defense land planning approved at the time of land allocation.
Documents containing the right to own a house and a construction; documents on construction and repair of a house or a construction are certified and permitted by the Provincial People's Committee or the State management agency for housing and construction.
Temporary land allocation documents of the provincial People's Committee; application for land use approved by the commune-level People's Committee, agricultural cooperative before July 1, 1980 or approved by the provincial People's Committee.
