The Lao Cai - Hanoi - Hai Phong railway line has a total length of more than 391km of main route and 28km of branch route. The section through Lao Cai alone is more than 143km long, expected to reclaim 1,291 hectares of land and affect more than 6,500 households, of which 1,659 households must be resettled.
In Mau A commune - one of the hot spots for land acquisition, the railway line is expected to pass through 5.8km with more than 66ha of land reclaimed. The whole commune has nearly 190 affected households, of which 135 households have to be resettled and more than 100 graves need to be relocated.
According to Mr. Doan Ngoc Cuong, Deputy Head of the Economic Department of Mau A commune, the route has been adjusted compared to the original planning, so up to now, the commune only has a planned route, and there is no official reclaimed boundary for measurement and compensation. "The biggest difficulty is that many households' land records are incomplete, transferred through many generations with handwritten documents, and must be verified from the beginning, so it takes a lot of time," said Mr. Cuong.
However, Mau A commune still implements a series of measures to keep clean land to serve the project. From the beginning of 2025 to now, the commune and the old Van Yen district have fined more than 30 cases of construction violations, with a total amount of nearly 460 million VND. The locality also completed the procedures for establishing a Compensation - Support - Resettlement Council; developed a land acquisition plan and held dozens of meetings with people to agree on a plan.
Mr. Dinh Manh Cuong, Vice Chairman of Mau A Commune People's Committee, informed that by December 10, the commune had issued 204 land reclamation notices and counted 191 cases. 110 households have had a public compensation plan. "We try to shorten each stage, from measuring, determining the origin of land, counting assets to making plans, Mr. Cuong said.
Determined to ensure the progress of key projects
In An Hoa village, Mr. Pham Van Toan, one of the first households to receive the compensation plan, said that his family has more than 300m2 of recovered agricultural land. "Having a clear explanation from the commune officials, we fully support", Mr. Toan shared.
According to the plan, Mau A commune will arrange a resettlement area of more than 16 hectares, enough land to arrange for households that need to be relocated. The locality coordinated with the Provincial Land Fund Development Center to complete the infrastructure, ensuring the handover of clean land for the project.
In addition to Mau A, the entire Lao Cai province is simultaneously implementing land acquisition and clearance across 12 communes and wards with routes passing through. In particular, in the new Lao Cai station area, where the groundbreaking ceremony was held, preparations were carried out more urgently.
The Lao Cai - Coc San Construction Investment Project Management Board, Lao Cai Ward People's Committee and the Economic Zone Management Board have handed over 6.27/6.8 hectares of land, enough area to serve the leveling and embankment for the groundbreaking ceremony. 5 affected households have had a public compensation plan; 3 three-phase power poles have been relocated.
Mr. Nguyen Van Nhat, Chairman of Lao Cai Ward People's Committee, affirmed that the locality is racing against time: "We have hired a consulting unit to count the assets of production facilities that must be relocated in Dong Pho Moi Industrial Park, to avoid missing or paying different unit prices".
Along with that, the province has approved the policy of building 38 resettlement areas. Currently, 10 areas have selected contractors and are expected to start construction in December 2025.
Lao Cai Provincial Party Secretary Trinh Viet Hung requested departments, branches and local authorities to "report progress daily and weekly" to promptly remove obstacles. "The compensation and site clearance stages must be strict, transparent, and absolutely no mistakes must be made. The communes and wards where the project passes through need to issue a thematic resolution on site clearance, creating unity and high consensus among the people, emphasized Lao Cai Provincial Party Secretary Trinh Viet Hung.
