According to the reflection of households living on Con Dau 23 Street, since the project to build 4 buildings right next to Hoa Xuan Bridge was implemented, the situation of houses shaking has occurred with high frequency. Especially in the late afternoon and night, the shaking can be clearly felt from the 3rd floor of the house.
More notably, the construction unit also drilled continuously from 6pm to 7pm and extended the operation until dawn, seriously affecting people's rest after work.
Regarding this issue, the Hoa Xuan Ward Public Service Supply Center has sent a report to the Hoa Xuan Ward People's Committee for specific information on the current situation. This unit determined that there are 4 level 2 scale projects under construction at key intersections on Nguyen Phuoc Lan Street.
- 1 project at the intersection of Nguyen Phuoc Lan - Nguyen Van Thong - Nguyen Mau Tai streets.
- 1 project at the intersection of Nguyen Phuoc Lan - Giang Huong 2 - Ngo Huy Dien.
- 2 projects at Nguyen Phuoc Lan Street - 29/3 Street.

The center believes that the construction of large-scale projects without close supervision of noise and vibration will lead to prolonged complaints, making it difficult to manage urban order in the locality.
To rectify this situation, the Public Service Supply Center has proposed that the People's Committee of Hoa Xuan Ward establish an interdisciplinary inspection working group. This working group will focus on checking construction permits, legal documents, especially closely monitoring construction time frames and measures to reduce noise and protect the environment of project implementation units.
In addition to the inspection, the People's Committee of Hoa Xuan Ward also requires investors and construction units to strictly comply with working hours according to the law. These units are required to take measures to cover, minimize vibrations and take full responsibility for repairing them if damage and cracks occur to neighboring civil works.
