The locality has a natural area of nearly 110km2, with a population of more than 60,000 people. According to the village and commune arrangement project, 5 villages will be kept, and 25 villages will be arranged and merged. This is a necessary step to improve the efficiency of state management at the grassroots level, creating spatial cohesion and saving budget resources.
According to Mr. Ung Dinh Hien, recorded at the opinion polls, a large number of people expressed their agreement and high consensus with the policy of arranging villages of the superiors. People hope that after the merger, the new apparatus needs to stick to reality, be close to the people, promptly listen to and resolve legitimate aspirations, especially constantly improving and enhancing the material and spiritual life of people in the area.
Mr. Le Tan, residing in Van Tuong commune, said: "The merger is to streamline the organization, reduce focal points and expand development space, people are completely unified. We want the new village to have a new name that both ensures cultural and historical elements and preserves the traditional identity of the locality.
Also on June 14, many localities in the province organized conferences to collect voters' opinions on the arrangement of villages and residential groups. The opinion polls have 2 main contents, including: merging villages and naming new villages.
With the spirit of democracy, publicity, and transparency, localities have received high consensus and support from officials, party members and people from all walks of life.
In Tinh Khe commune, this work has been completed with a high consensus rate. Many opinions suggest that the arrangement also needs to take into account historical, cultural, customary, and geographical characteristics of each area. Preserving traditional names, community identity and social connections is also of concern to people when rearranging villages and residential groups.
Mr. Pham Quoc Vuong - Chairman of Tinh Khe Commune People's Committee said that the locality has finalized the plan to arrange 18 villages down to 12 villages. The most important thing is to create high consensus among the people to streamline focal points, improve management effectiveness and the quality of community self-management activities.
Pay attention to religious, ethnic and cultural factors
According to the overall plan, the whole province currently has 1,710 villages and residential groups. Through review, it is expected that Quang Ngai will arrange 1,100 villages and residential groups belonging to 87 communes and wards into 551 new units, a decrease of 549 units compared to before the arrangement. After completion, Quang Ngai will have 1,616 villages and residential groups, a decrease of 32.11% of the total number of existing units.

According to Mr. Tran Dinh Dung - Deputy Head of the Government Construction Department, Department of Home Affairs of Quang Ngai province, in the process of implementation, the province pays special attention to cultural, ethnic, religious and geographical characteristics to create consensus among the people.
For ethnic minority areas, mountainous areas, particularly difficult areas or areas with complex terrain, in the process of arrangement, it is still necessary to pay attention to religious, ethnic and cultural factors so that after arrangement, units operate more synchronously, creating favorable conditions for management and administration at the grassroots level," said Mr. Tran Dinh Dung.
Along with arranging administrative units, Quang Ngai also develops a plan to consolidate the team of non-specialized personnel in villages and residential groups; encouraging the implementation of the model of Party cell secretaries concurrently being village heads or residential group leaders in suitable areas.
The implementation of the election of village heads and residential group leaders after arrangement will be completed before July 31, 2026.
