On that basis, the Provincial People's Committee has directed localities to develop overall plans for arranging and reorganizing villages and residential groups in the area. According to the plan, localities are expected to arrange 1,095 villages and residential groups to form 549 new villages and residential groups. For the remaining 615 villages and residential groups, the province will maintain them because they have met the standards or have specific characteristics.
After arrangement, the whole province still has 1,664 villages and residential groups, a decrease of 31.93% compared to before. The arrangement aims to overcome the situation that the scale of villages and residential groups is uneven and does not meet current criteria. Party committees, authorities, the Fatherland Front and mass organizations have promoted propaganda and mobilization to create consensus among cadres, party members and people.
In Cam Thanh ward, the locality has reviewed and developed a plan to arrange residential groups that do not meet the criteria. It is expected that the ward will reduce from 25 to 20 residential groups, and at the same time rename some units to suit management work. The arrangement is expected to create favorable conditions in the implementation of political tasks, increase solidarity, unity and mobilize resources for socio-economic development.
According to Ba Gia Commune People's Committee, it is expected to merge down from 12 villages to 9 villages, and at the same time determine the total number of personnel to be 27 people to arrange firmly, enough 3 key positions for each new village.
However, the implementation of this arrangement plan is facing obstacles due to a shortage of personnel who meet the standards of education and political theory according to new regulations. Through reviewing the titles, there is currently a shortage of 5 personnel for the position of Village Party Secretary, 2 Village Heads and 2 Village Fatherland Front Committee Heads.
The unevenness in household size and population between villages, along with the village cultural house system being mostly level 4 houses that are degraded, hinders the merger. The Provincial People's Committee requests localities to complete the construction and deployment of the arrangement plan before June 30, 2026.
