In the afternoon of September 20, Mr. Nguyen Ngoc Tinh (67 years old, Hung Dao commune) parked his motorbike at a resident's house on road 72 (An Khanh commune), then walked about 200m to Tan Phu bridge (temporary bridge).
In recent days, the Day River water has risen and overflowed Tan Phu bridge. The government has temporarily banned people and vehicles from traveling across the bridge.
However, many people like Mr. Tinh still take risks, walking across the bridge to return to the small hamlet across the Day River after a day of work.
When he reached the flooded section, Mr. Tinh took off his trousers, rolled up his shorts and groped step by step to cross the temporary bridge. Following him were some people from the same commune.
Mr. Tinh said that he is used to the scene of flooding Tan Phu bridge every time it rains heavily for a long time.
Today the water receded a little, but yesterday the water was as high as an adult's belly" - Mr. Tinh said.
Every time he waded through the water, the clothes he was wearing were soaked, so he had to prepare a set of clothes to take with him and change when he came to work.
Despite the existing safety risk, Mr. Tinh still chose the option of wading through water across the bridge, because the route was too far away.
If going to Tan Phu bridge, from his house to his workplace in An Khanh commune is only about 2km, taking 7 minutes by car if the bridge is not flooded. These days, traveling takes more time because he has to wade through water across the bridge.
Meanwhile, if moving to the Day River overpass on Thang Long Avenue, the distance will be many times longer with about 40 minutes to travel.
Ms. Bui Thi Quang (Hung Dao commune) also shared the inconvenience when Tan Phu bridge was flooded in the past time.
Every time it rains heavily, the bridge is flooded again. People travel very hard, it has been going on for many years now" - Ms. Quang said.
People like Ms. Quang once expected the new Tan Phu bridge to be completed soon and put into use to replace the existing temporary bridge.
However, according to her reflection, the project has been slow for a long time, and the time of opening to traffic is still unclear.
The project was started in 2024, expected to be completed in 2025, but is still unfinished. With the current construction progress, I think the project is unlikely to be completed this year" - she said.
According to Lao Dong's records on the afternoon of September 20, only a few workers are deploying the construction of some items of the Tan Phu bridge project in An Khanh commune.
Looking from above, the project is still unfinished when many items are not completed.
Talking to Lao Dong on the evening of September 20, Mr. Duong Van Phuong, Chairman of Hung Dao Commune People's Committee, said that the Tan Phu bridge project is invested by the Hanoi Traffic Construction Investment Project Management Board.
Hung Dao commune has handed over the entire site to the investor to deploy project construction.
To date, some bridge piers in the middle of the river have been completed, but some other items, including approach roads at both ends of the bridge, have not been completed.
Mr. Phuong assessed that the project progress is very slow.
