Hanoi City People's Committee said that Standing Vice Chairman of Hanoi City People's Committee Duong Duc Tuan has just signed and issued Plan No. 341/KH-UBND on giving gifts to policy beneficiaries, people with meritorious services; people who are receiving pensions, monthly working capacity loss allowances, social pension allowances; poor households; near-poor households; social protection beneficiaries; the elderly; workers, civil servants and laborers in particularly difficult circumstances; female former youth volunteers in difficult circumstances; visiting and giving gifts to typical organizations and individuals, units implementing policies on the occasion of the Binh Ngo Lunar New Year 2026.
According to the Plan, Hanoi City requires good implementation of visiting and giving gifts to ensure the right subjects, full regimes and policies, and timely according to current financial regulations.
Along with that, maximize the mobilization of social resources with many diverse and rich forms, bringing practical efficiency to better care for people in difficult circumstances, ensuring that all people have Tet.
The estimated total number of gifts is 1,165,878, with a total budget of more than 574 billion VND, guaranteed from the city-level budget, commune-level budget according to decentralization and other legal mobilized sources.
Units are responsible for using funds in accordance with regulations, paying to the right subjects, in accordance with regimes and policies, and finalizing and settling funds to ensure compliance with the provisions of the State Budget Law.
In addition to funding from the above budget, assign the People's Committees of communes and wards, Heads of relevant units to base on the donated sources, other funds allowed to be mobilized suitable to the capacity of agencies and units to decide the levels of allowances, gift-giving levels and organize difficult allowances for subjects on the occasion of the Binh Ngo Lunar New Year 2026.
Target and level of gifts
In which, clearly stipulate the subjects and levels of gifts including:
First, for individuals:
Gift level (in cash) 2,000,000 VND/person: Vietnamese Heroic Mothers; heroes of the People's Armed Forces, labor heroes during the resistance war; wounded soldiers, type B wounded soldiers, people enjoying policies such as wounded soldiers with physical injuries from 21% or more; sick soldiers with physical injuries from 41% or more;
War invalids and sick soldiers are currently being nurtured at 7 centers in adjacent provinces; people who participated in revolutionary activities before January 1, 1945 (Revolutionary veterans);
People who actively participated in the revolution from January 1, 1945 to the August Uprising of 1945 (Money Uprising); people with meritorious services to the revolution who are receiving monthly allowances (in case the person in the family who was awarded the "Fatherland Remembers Merit" medal or the "Meritorious Service to the Country" Certificate has passed away, the representative of the wife, husband, and children will be recognized);
Representatives of relatives of martyrs (Father, mother, wife, husband, children, foster parents); youth volunteers receiving monthly allowances; resistance war activists infected with chemical toxins; revolutionary and resistance activists arrested and imprisoned by the enemy.
Gift level (in cash) 1,000,000 VND/person: Children of people who participated in the resistance war and were infected with chemical toxins are receiving monthly allowances; children of people who participated in the resistance war and were infected with chemical toxins are currently being nurtured at 7 centers in adjacent provinces; representatives worshiping martyrs (1 martyr/1 gift);
Military personnel participating in the anti-American resistance war for national salvation who have worked in the army for less than 20 years and have been rehabilitated and discharged to their localities according to Decision 142/2008 are receiving monthly allowances; cadres and soldiers of the People's Police participating in the anti-American resistance war who have worked in the People's Police for less than 20 years and have been discharged and discharged to their localities according to Decision No. 53/2010 are receiving monthly allowances; people who participated in the war to protect the Fatherland, performed international duties in Cambodia, and helped Laos friends after April 30, 1975 have been rehabilitated, discharged, and discharged from their jobs according to Decision No. 62/2011 and are receiving monthly allowances.

Giving gifts to 73 units, each gift worth from 6,000,000 VND to 16,000,000 VND (Thang Long Club, Representative Board of Revolutionary Soldiers Captured and Emprisoned by the Enemy in Hanoi City, Cadre Nursing Area in Dai Lai, Center for Nurturing and Nurturing People with Meritorious Services No. 2 Hanoi, Hanoi Center for Disabled Care; Thanh Thuy Commune People's Committee - Phu Tho province, City Association for Victims of Agent Orange, City Business Association of War Invalids and People with Disabilities...; Training School of the Ministry of Public Security - Ninh Binh, Hospital 09 - Department of Health, City Association of the Blind...; 4 units nurturing centralized social policy beneficiaries.

Giving gifts (in cash) of 500,000 VND/person: Training for officials and employees directly serving; supplementing meal allowances for subjects being treated and nurtured centrally during Tet at Centers for Treatment and Nurturing of Central Social Subjects under the Department of Home Affairs, Department of Health, City Police.
