On May 5, Mr. Lai Van Hoan - Vice Chairman of the Provincial People's Committee - chaired a meeting of the Provincial People's Committee, listening to a report on the progress of the investment project to build the Ninh Binh - Hai Phong expressway, the section passing through Nam Dinh (old) and Thai Binh (old) according to the public-private partnership (PPP) method.
According to the report of Construction Investment Project Management Board No. 2, to date, the site clearance (GPMB) of agricultural land and converted land has been basically completed, reaching about 93.69% of the area, equivalent to about 31.2/33.3km of the route length that has been handed over to the investor.
Site clearance work in Kien Xuong, Hong Vu, and Binh Nguyen communes basically meets the progress requirements; Le Loi and Tay Thai Ninh communes are still slow compared to the plan. In addition, site clearance for converted land, business land, and farms is still slow; especially, site clearance for residential land and residential land is still difficult and needs to be accelerated to ensure completion progress in the second quarter of 2026.

Regarding the construction of resettlement areas, the entire route has 9 areas in 7/10 communes. To date, 8/9 areas have basically completed site clearance; 7/9 areas are under construction, of which 4 areas are basically completed and have organized lottery to arrange resettlement for people; the remaining 3 areas are expected to be completed in May 2026. In addition, there are 1 area (Tay Thai Ninh commune) that has not yet handed over the site and 1 area (Le Loi commune) is selecting contractors, expected to be completed in June 2026.
Regarding construction, large bridge packages such as the overpass over the Red River, Ninh Co River, and Tra Ly River are implementing key items such as drilled piles, lower structure, and Super-T beam casting, basically meeting the progress. Road packages have been organized for construction at locations with clearance.
However, the overall construction progress is still slow, especially for road packages. Some sections have cleared ground but have not been organized for construction, affecting the overall progress and capital disbursement. The mobilization of loans from investors is also slow, and has now expired compared to the signed contract.
In addition, the project is facing great difficulties in terms of material sources, especially foundation sand. The total demand for sand is very large, but the supply from mines is expected not to meet both reserves and the progress of exploitation licenses, while commercial sand sources are scarce and prices are high.
Concluding the meeting, Mr. Lai Van Hoan requested departments, branches, and localities to focus highly and drastically implement the remaining tasks; in which, urgently complete the site clearance of the remaining area, especially residential land in residential areas, striving to complete the handover of the entire site to investors before June 30, 2026.
Relevant localities urgently issue land price determination certificates; and at the same time accelerate the construction of resettlement areas.
