Key project worth 1,500 billion VND is 500 days behind schedule. The Bien Hoa City Central Axis Road Project is a key project of Dong Nai province with a total investment of 1,500 billion VND, started in early 2023, and is now 500 days behind schedule due to construction site problems.
Explaining the delay in handing over the site, a representative of the Dong Nai Provincial Land Fund Development Center said that the review and resettlement arrangement was carried out by the Bien Hoa City Compensation Council, but so far the resettlement areas serving the project have not yet started infrastructure construction as originally planned.Therefore, it is difficult to mobilize people to hand over the site.
The Huong Lo 2 extended road construction project (section 1) passing through Long Hung and An Hoa communes in Bien Hoa City has a total investment of nearly 783 billion VND.This project started at the end of 2020 and has so far completed 78% of the contract volume but has also "stalled" due to site clearance problems.
Mr. Nguyen Linh - Deputy Director of the Dong Nai Province Traffic Construction Investment Project Management Board (Project Management Board) - said that the project is facing many difficulties due to a 250m long site clearance problem in Long Hung Commune, Bien Hoa City, causing the An Hoa 2 Bridge item (also part of the Huong Lo 2 extension project) to be half completed, but the remaining half has no access road for construction.
The bridge is about to be completed but there is no connecting road.
The Vam Cai Sut bridge project is located on Huong Lo 2 route, connecting Long Hung commune and Tam Phuoc ward (Bien Hoa city) with a total investment of about 387 billion VND and is expected to be completed in December 2024.
However, the connecting road from Vam Cai Sut bridge to Ho Chi Minh City - Long Thanh - Dau Giay expressway has not been invested in, which is at risk of causing waste.The Project Management Board believes that if the second section of Huong Lo 2 project is not invested in early, when the Vam Cai Sut bridge is completed and put into use, it will not be able to function because there is no connecting road to Ho Chi Minh City - Long Thanh - Dau Giay expressway.
The goal of forming a traffic route connecting Bien Hoa city (Dong Nai) with Ho Chi Minh City - Long Thanh - Dau Giay expressway and reducing pressure on National Highway 51 is difficult to achieve.According to the representative of the Project Management Board, all three projects of Bien Hoa City's central axis road, Huong Lo 2 and Vam Cai Sut bridge are scheduled to be implemented from 2020-2024.
If they are not completed in 2024, the project must be adjusted and the implementation period extended, resulting in a longer construction period.The delay in completing the above three projects for operation will affect the socio-economic development of Bien Hoa City and Dong Nai Province.For contractors, the extended construction period puts them at risk of being affected by fluctuations in construction material prices.
The People's Council of Dong Nai province has sent a document to the People's Committee of Dong Nai province to urgently remove obstacles in the implementation of the Huong Lo 2 extension project and the plan to invest in traffic connection for the entire route. However, after the bridge is completed and accepted, the project will not be effective because there is no road connecting to the bridge. The Standing Committee of the People's Council of Dong Nai province requested the People's Committee of Dong Nai province to urgently review the projects on Huong Lo 2 route, soon have a plan to invest in traffic connection for the entire route, thereby promoting the effectiveness of project investment and avoiding waste of State capital.
