On September 17, it was noted that in residential area No. 2, Dien Thang urban area, now Dien Thang Trung ward, An Thang ward, many trucks and cars lined up to enter small roads to avoid the BOT Toll Station of route Km942-Km947 of Construction Investment Joint Stock Company 545. The dense traffic volume makes the road through this residential area always crowded and cramped, the road surface deteriorates rapidly, posing a potential risk to the safety of the people.

Ms. Le Thi Mai - a resident of An Thang ward worriedly shared: "Every day there are many cars, the narrow road is crowded with people. The most dangerous thing is when students leave school, large vehicles running close to the side are prone to accidents. The road has been damaged in many sections, and the rain is getting smoother and more dangerous.

According to Ms. Mai, what people want most is a safe and peaceful living environment so that students go to school without fear every time they cross the street. "We, the people, just hope that the government will soon have a clear decision and a final handling to end this situation and restore peace to the residential area," Ms. Mai added.

Difficulties from BOT projects

Speaking to Lao Dong Newspaper, Mr. Huynh Duc Nghia - Vice Chairman of An Thang Ward People's Committee said that the Ward People's Committee has sent a proposal to the City People's Committee to pay attention to and resolve the contents related to the BOT toll station at Km943-750/QL1 (BOT-545) in An Thang Ward.

According to the report of An Thang Ward, Pursuant to Official Dispatch No. 2376/SGTVT-QLCLCT dated July 2, 2024 of the Department of Transport of Quang Nam province (old), "The additional project of Tu Cau - Vinh Dien section, Km942 - Km947 National Highway 1 of Quang Nam province was approved by the Ministry of Transport to be added to the project of Upgrading and expanding National Highway 1 of Hoa Cam - Hoa Phuoc section (Km933-Km942) in Decision No. 933/QD-BGTVT dated May 16, 2011, the total investment is VND 372.724 billion, of which the State capital is paid 48.60% and the BOT capital is 51.40%.

This project completed the capital recovery from 0:00 on August 2, 2020, so after August 2, 2020, the placement of the toll station at the location on the route (Km942-Km947) under the BOT project has completed the toll collection settlement, which does not comply with regulations, meaning the second road toll collection (from August 2, 2020 to present) for vehicles traveling through the station but not passing through component project 1: Expanding National Highway 1 section Km947-Km987.

According to Mr. Nghia, currently, many vehicles participating in traffic such as cars, small trucks of all kinds... do not pass through the toll station but go around the median strip opening point at Km944+250 to the residential road of residential area No. 2, Dien Thang urban area, Dien Thang Trung ward (old) now An Thang ward, causing damage to the road surface, traffic insecurity in residential areas, and potential risk of causing traffic accidents.

Mr. Huynh Duc Nghia emphasized: To ensure traffic infrastructure and traffic safety in the ward; An Thang Ward People's Committee requests the Da Nang City People's Committee and the Department of Transport to have a solution and recommend to the Ministry of Transport and the Vietnam Road Administration to promptly resolve issues related to the BOT toll station located at Km943+750/QL.1 as well as have a basis to respond to the opinions of the People and local voters.
