Signs of the connection between investors and brokerage exchanges
Recently, the Department of Construction of Bac Ninh province publicly announced the selling price and rental price of social housing at the social housing project for workers in Quang Chau commune, Viet Yen district (now Nenh ward, Bac Ninh province). Of which, the approved selling price for this project is 17,285,000 VND/m2.
However, immediately after that, the reporter received feedback from some workers in Nenh ward who said that it was not easy to register to buy social housing in the above project according to the information announced by the authorities.
The social housing project for workers in Nenh ward, Bac Ninh has the commercial name of Vega Homes, with a scale of 3 18-storey apartment buildings, with more than 400 apartments for sale.
Based on the announcement of the Department of Construction of Bac Ninh province, people should contact the project investor, Vega Investment Joint Stock Company, directly to submit a registration, the investor's phone number is: 088 616 0088. The reporter contacted the above phone number and was told by the investor: "Currently, I am selling through 2 floors, Dat Xanh Mien Bac and Tien Phat, please contact these 2 floors to help me. Right outside the project, there are selling points for these two floors".
From the investor's instructions, we went to the project construction site in Nenh ward (Bac Ninh province). Here, according to records, many tents were built right outside the project, with signs mentioning Dat Xanh Mien Bac and Tien Phat Land, many brokers are sitting here.
When we visited an outside hut with a Tien Phat Land sign, we were told by a broker: "To register to buy social housing in the project, you have to register through the platform, because the investor has distributed it to the platforms. The project started for sale since the foundation, and now more than 400 social housing apartments have been deposited and kept. I'm too late to buy now. To register, you must buy a deposit and keep a seat of another person, each deposit is 30 million VND".
According to the brokers, this amount of 30 million VND will be transferred to the broker, then they will transfer it back to the person who had deposited in advance. The amount was outside the sales contract, only on receipt, signed by the broker.
We contacted the investor, Vega Investment Joint Stock Company, and reflected that the news agencies had expired the registration fee to buy a house and had to buy back the fee at a loss of tens of millions of VND, but only received the answer: "If you sell through the platform, not directly, please contact the news agency, let me report back to the platform to see how".
The investor's report is not clear, the authorities are continuing to verify and clarify
Immediately after receiving information about the incident, Lao Dong Newspaper reporters reported to the Department of Construction of Bac Ninh province. The representative of the department affirmed that the requirement for people to buy a registration fee of 30 million VND to buy social housing is against regulations.
After that, the Department of Construction of Bac Ninh province coordinated with the police force and the People's Committee of Nenh ward to initially verify and at the same time requested the project investor, Investigation Company Joint Stock Company, to report and explain the incident. The authorities have also cleared all tents of brokerage floors set up outside the project.
On September 26, the Department of Construction requested the investor and the two real estate brokerage floors to come to work to clarify the reflections. However, representatives of the two brokerage exchanges did not come to work.
In the document explaining the content of Lao Dong Newspaper's reflection to the People's Committee of Bac Ninh province, the Department of Construction and Lao Dong Newspaper, Vega Investment Joint Stock Company said that the investor signed contracts with consulting and communication units at the project but did not clearly state which unit and what specific tasks. The report also did not clarify the responsibility of investors when they refused to receive social housing registration when customers wanted to register directly but asked customers to contact them via the platform. This behavior shows signs of violating Article 38 of Decree 100. Accordingly, social housing investors must directly collect social housing registration documents from people.
"We will continue to verify and clarify the incident, and at the same time rectify the buying and selling of social housing in the area in accordance with the provisions of law" - said a representative of the Department of Construction of Bac Ninh province.
In fact, in 2021 - 2022, Lao Dong Newspaper has published many articles reflecting on the situation of collecting fees at a difference other than the approved price according to regulations in a number of social housing projects in Bac Giang province (old) and Bac Ninh province (old).
From the reflection of Lao Dong Newspaper, the Ministry of Construction and the People's Committees of the two provinces have issued documents directing verification and clarification. Investors and real estate brokerage platforms in the above social housing projects were later fined hundreds of millions of VND.
Therefore, in the case at the human resources project, it is necessary to have the synchronous participation of the Department of Construction of Bac Ninh province, local authorities ( Nenh Ward People's Committee) and the police force to continue to clarify whether or not there is any taking advantage of social housing policies in this project, the specific responsibility of the investor and brokerage platforms, thereby, having a direction for handling according to regulations.
The housing demand of workers is very high
According to statistics from the authorities of Bac Ninh province, the number of workers and laborers in need of housing in Bac Ninh province is nearly 158,000 people, equivalent to about 54,000 apartments. It is expected that by 2030, the number of workers and laborers in need of housing will be more than 236,000 workers, equivalent to nearly 85,000 apartments.
According to the Department of Construction of Bac Ninh province, currently in the province, 26 social housing projects have been completed, 5 projects have been partially completed with a total of 20,726 apartments.
