On the afternoon of September 12, Phuoc Tan Ward People's Committee, Dong Nai City sent forces to be on duty, ready to support people in case water continues to rise and cause flooding. Previously, on September 10 and September 11, hundreds of households in Phuoc Tan ward were heavily flooded.

On September 12, leaders of Phuoc Tan Ward People's Committee and units directly surveyed and recorded the flooding situation in the area.

Mr. Nguyen Quoc Vuong - Vice Chairman of Phuoc Tan Ward People's Committee - said that the Buong River has not been renovated or dredged for many years, the riverbed is narrow, and the flow does not ensure drainage flow to the Dong Nai River, causing floodwater to overflow the banks, creeping along roads and gardens to flood into people's houses.

Also according to Mr. Vuong, this year's flooding in Phuoc Tan ward is greater than in previous years, the amount of floodwater from upstream (in Long Khanh ward, Trang Bom ward) flowing in is quite large, causing many low-lying areas in Phuoc Tan ward to be heavily flooded, not due to rain in the ward causing flooding.

Early deployment of project to renovate and upgrade Buong River

We have reported to the city requesting to soon accelerate the implementation of the project, renovating and upgrading the Buong River," Mr. Vuong said.

In addition, according to Phuoc Tan Ward People's Committee, the flooding situation around the Cau Quan stream area, including a part of Tan Cang and Huong Phuoc neighborhoods, is caused by widespread heavy rain, rainwater pouring in from all directions. Along with that, the drainage of water to Cau Quan stream from residential areas is congested due to inadequate drainage systems, unregular dredging, indiscriminate littering still occurs, and people's awareness of the environment is still limited.

Some areas where people's house foundations are lower than road foundations; Huong Phuoc neighborhood (old Mieu neighborhood) with Bien Hoa - Vung Tau expressway and National Highway 51 blocking... are also part of the reason why the flooding situation is more serious.

Previously, at 9:15 am on September 11, heavy rain lasted for many hours, the Buong River water flowing upstream rose high and rapidly, causing many areas in Phuoc Tan ward to be locally flooded in part of Huong Phuoc neighborhood (new), including groups 9A, 9A1, 9A2, 9B, 9B1, 9C, group 10 (belonging to old Mieu neighborhood) and groups 17, 18 flooded along roads and residential areas. The most seriously affected area, the highest measured water level is 1.5m, affecting about 320 households.

Phuoc Tan ward has an area of more than 4,282.68 ha, a population of more than 80,000 people with about 18,069 households. With a river system flowing through the area including: Buong River about 20km long, Cau Quan stream about 9km long with 2 branches, 1 branch flowing from Long Binh ward, 1 branch flowing from Ho Nai ward and some small streams connecting to the Buong River. With the terrain and river and canal system as mentioned above, it greatly affects local flooding that occurs annually in Phuoc Tan ward.

In November 2025, Dong Nai Provincial People's Committee (now Dong Nai City) agreed in principle with the proposal of the Department of Agriculture and Environment on the use of funds from the Agriculture and Environment Fund (Flood and Storm Prevention Fund) to support Phuoc Tan Ward People's Committee in carrying out dredging, clearing, and clearing Cau Quan stream to increase drainage capacity and reduce flooding caused by natural disasters. The implementation cost is about 2.9 billion VND, implemented in 2025-2026.
