On August 1, 2025, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 183-KL/TW of the Politburo and the Secretariat on actively implementing the operation of the 2-level local government model, strongly shifting the grassroots level to proactively grasp and manage the socio-economy, national defense and security.
The Politburo and the Secretariat continue to acknowledge and commend Party committees, Party organizations, Government Party Committees, National Assembly Party Committees, Party Committees of the Fatherland Front, Central organizations, Central Inspection Committees, Central Party Office, Ministry of Home Affairs, ministries, branches, localities, especially the team of commune-level cadres and volunteer forces, union members, youth and students... for their very active, proactive, efforts, and high sense of responsibility; timely guidance, removal, and overcoming many difficulties and obstacles in the practical implementation of the 2-level local government model, ensuring smooth and effective operation.
In the conclusion, the Politburo and the Secretariat assigned ministries, departments, branches and localities to: Urgently complete the tasks stated in Plan No. 56-KH/BCD, dated July 4, 2025 of the Central Steering Committee on summarizing Resolution 18 and Plan No. 02-KH/BCDTW, dated June 19, 2025 of the Central Steering Committee on science, technology development, innovation and digital transformation.
Direct the handling of and final settlement of regimes and policies for cadres and civil servants affected by the organizational arrangement before August 31, 2025; after this time, it will end.
Strictly implement the continued review, full investment and proposal of more drastic solutions for necessary conditions, especially digital signatures, digital certificates, personnel supporting the digitization of "correct - complete - clean - living" data; the ability to share and reuse synchronous and interconnected digital data; application software for providing public services and enterprise software (citizenship, land, business registration, tax, etc.) to effectively operate the Commune-level Public Administration Service Center.
The Politburo and the Secretariat assigned the Party Committee of the Fatherland Front and central organizations to lead and direct the research and promulgation under their authority of the following documents: Instructions on the mechanism for direction and coordination between the Vietnam Fatherland Front and socio-political organizations at the provincial and commune levels. Guidelines on the working regulations of the Vietnam Fatherland Front Committee at the provincial and commune levels according to the new organizational model. Instructions on financial management, funds of provincial-level socio-political organizations, especially finance and assets of the trade union system (to be completed before August 31, 2025).
