Urgently review the payroll of civil servants and public employees before August 4, 2025

The Ministry of Home Affairs requires reviewing and reporting data on administrative organizations, public service units, civil servant and public employee positions after restructuring the apparatus.

Minister of Home Affairs Pham Thi Thanh Tra has just signed and issued Official Letter No. 5765/BNV-TCBC to ministries, ministerial-level agencies, agencies under the Government and People's Committees of provinces and centrally run cities, requesting to review, synthesize and report statistical data on administrative organizations, public service units, civil servant and public employee positions after the restructuring of the apparatus and organizing the implementation of local government at 2 levels.

Regarding the organization of the apparatus, the Ministry of Home Affairs proposes to compile statistics on the number of administrative apparatus organizations and public service units according to each management level as of July 31, 2025.

For specialized departments under the People's Committee at the commune level, it is recommended to clearly report the number of organizations and names of these specialized departments, report on cases where commune-level administrative units do not organize specialized departments according to the provisions of Decree No. 150/2025/ND-CP dated June 12, 2025 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards, and special zones under provinces and centrally run cities (due to specific characteristics, if any).

Regarding the payroll, the Ministry of Home Affairs proposes to compile statistics on the number of civil servant payrolls, the number of people working in public service units managed by ministries, branches and localities at the time of July 31, 2025; compare (increase, decrease) with the number of civil servant payrolls, the number of people working assigned by competent authorities in 2022 and assigned additional tasks until 2025 (if any).

Due to the urgent time requirement, the Ministry of Home Affairs requests ministries, branches and localities to urgently implement and send an official report to the Ministry of Home Affairs no later than August 4, 2025. This is to ensure the synthesis progress, serve the assessment and further proposal to be submitted to competent authorities for consideration and decision.
