Component project 2.1 - construction of the parallel road of Ring Road 4 in Hanoi Capital region has 4 bidding packages, of which bidding package No. 10 is about 12 km long, undertaken by a consortium of 4 contractors.
Talking to a reporter from Lao Dong Newspaper, Mr. Doan Viet Thang, Commander of package No. 10 - contractor General Corporation 319, Ministry of National Defense, said that the progress of the route section undertaken by the contractor to date has reached about 60% of the volume.
The remaining 40% of the volume cannot be deployed synchronously by contractors due to a shortage of raw materials.
Construction soil and rock are mainly purchased in Phu Tho, Ninh Binh, Hung Yen... Supply is limited, while Hanoi is simultaneously implementing many large projects, so the scarcity of raw materials is inevitable" - Mr. Doan Viet Thang said.

According to Mr. Thang, the price of sand has reached nearly 400,000 VND/m3. Construction stone fluctuates around nearly 500,000 VND/m3, which is very scarce and difficult to buy. Asphalt has to be imported from abroad, the price has also increased very high.
For more than a month, the contractor has almost had no construction activities at the construction site while still having to retain workers. Material costs are increasing, the contractor is losing more and more" - Mr. Doan Viet Thang said.
According to the plan, the parallel road of Ring Road 4 will have to be completed in June 2026. However, Mr. Thang said that it is difficult to implement with the current shortage of construction materials.

The high price of raw materials and scarcity also caused the contractor, Urban Infrastructure Development Investment Corporation UDIC (package No. 10), to be slow to construct.
Mr. Nguyen Huu Tu, Commander of package No. 10 - contractor of Urban Infrastructure Development Investment Corporation UDIC, said that the contractor is currently constructing using stockpiled raw materials from before.
However, this source of raw materials is expected to run out in the next week to 10 days and the contractor is facing the risk of having to temporarily stop construction.
With the current difficult reality, Mr. Tu hopes that the investor will compensate for the price, and at the same time soon have solutions to remove difficulties and obstacles related to raw materials so that construction can be deployed synchronously throughout the bidding package.

And Mr. Nguyen Hoang Hai, Commander of package No. 9 - contractor of Vietnam Import-Export and Construction Joint Stock Corporation - Vinaconex, said that the lack of raw materials has caused some packages to have to be constructed halfway or temporarily suspended while waiting for materials.
This leads to the risk of delays in the Hanoi Capital Ring Road 4 parallel road project.
Currently, Vinaconex contractor is still organizing construction with reserves of raw materials, and at the same time finding solutions to ensure supply.
Mr. Nguyen Hoang Hai said that package No. 9 currently reaches about 88% of the volume, if the supply of raw materials is guaranteed, the package will be completed in June 2026.
