Overloaded landfill
On March 11, in an exchange with a reporter from Lao Dong Newspaper, a representative of the leaders of Dong Quang Ward People's Committee, Thanh Hoa province, said that up to now, the collection and transportation of waste to the Dong Nam landfill (the treatment plant of Ecotech Environmental Technology Investment and Development Joint Stock Company) has not yet been implemented. The reason is that the amount of waste accumulated in the plant is still more than 2,000 tons.

When the factory finishes treating the remaining waste and overcomes other shortcomings, functional agencies will conduct inspections. If conditions are met, the factory will be allowed to receive more new waste" - a representative of Dong Quang Ward People's Committee informed.
Also according to a representative of the leaders of Dong Quang Ward People's Committee, regarding the amount of domestic waste generated daily in 7 central wards of Thanh Hoa province, environmental units are still collecting and transporting it to some other landfills in the area to ensure the environment and urban aesthetics.
It is known that in Thanh Hoa, not only Dong Nam landfill is facing difficulties in treatment, but many other landfills are also experiencing similar situations. Specifically, such as: The landfill located next to the Do River (in Sam Son ward) has been overloaded, causing serious pollution for many years. The stench from the landfill directly affects people's lives, especially households near this area.

Faced with that situation, on January 31, 2026, Thanh Hoa Provincial People's Committee decided to close the Sam Son ward landfill to gradually thoroughly treat environmental pollution. After the landfill closed, domestic waste generated in the area was collected and transported elsewhere for treatment.
However, only after a short time the landfill closed, at the beginning of the Lunar New Year 2026, domestic waste in Sam Son ward was seriously congested. To solve the immediate situation, Sam Son ward reported and proposed a temporary plan to Thanh Hoa province. Then, on February 13, 2026, Thanh Hoa Provincial People's Committee agreed to allow temporary reopening of the landfill in Sam Son ward until the end of May 31, 2026.
Similar to the landfill in Sam Son ward, Nui Voi landfill (in Bim Son ward) has also been overloaded for many years, causing people living near this area to be upset about odor and water pollution. The incident has been reflected and petitioned by people many times, but has not been resolved until now.
Waste treatment plant construction project slow to implement
With the reality that many landfills in Thanh Hoa province are overloaded for a long time, causing people to be upset and react, while daily domestic waste in many localities continuously experiences congestion when landfills close or waste treatment plants stop receiving.

This shows that domestic waste treatment in many localities in Thanh Hoa is still "passive", without fundamental and long-term measures.
One of the long-term solutions proposed by localities and Thanh Hoa province is to accelerate the implementation of investment projects to build waste treatment plants. However, so far, the implementation of these projects is very slow.
Specifically, the waste treatment plant project in Bim Son ward and the solid waste treatment plant project in Nam Sam Son ward are still in the process of implementation. Even the waste treatment plant project in Bim Son ward is still behind schedule, extended many times but has not been completed. This makes the collection and treatment of domestic waste in many localities even more difficult.
