Doing everything possible to register
According to the Transport Enterprise, branch of the Bus Station Management Joint Stock Company (Dak Lak province), there are currently 2 transport enterprises that are faced with difficulties by the management unit in the process of vehicle inspection for circulation.
According to the new regulations, vehicle owners must change the vehicle registration certificate from green (old) to yellow (new), matching the yellow license plate to be able to register.
Enterprises must temporarily suspend operations to carry out procedures for reissuing vehicle registration certificates for inspection, greatly affecting business operations.

At the 4704D and 4701D Motor Vehicle Inspection Centers (Buon Ma Thuot City, Dak Lak Province), in recent weeks, many transport business cars (yellow license plates) have been refused inspection.
The reason is that the vehicle registration certificate still has a blue background, while the license plate is yellow, not in accordance with current regulations. To be registered, the vehicle owner must change to a vehicle registration certificate with a yellow background in accordance with regulations.
Many vehicle owners have encountered difficulties when mortgaging their vehicle registration certificates at banks to borrow capital.
They are forced to find a way to borrow the certificate from the bank, then prepare an application to change to a gold-backed vehicle registration certificate according to regulations. Only after completing this procedure can the vehicle be taken for inspection.
Mr. N.Q.V (Tan Loi ward, Buon Ma Thuot city) shared: "I drive a yellow-plate service car. At the end of February 2025, the car had come to the registration date but had not yet been issued a new gold-backed vehicle registration certificate because it had been mortgaged at the bank. It took me 10 days to manage and drive everywhere to complete the vehicle inspection procedures for my vehicle."

Working overtime, extra hours to support people
According to the Traffic Police Department, Dak Lak Provincial Police (PC08), after the Ministry of Public Security issued Circular 79/2024/TT-BCA (effective from January 1, 2025), the Provincial Police Director directed relevant units to start implementing.
In particular, in the case of vehicles that have been registered and issued with a white license plate, black letters and numbers and changed to a yellow license plate (vehicles operating for automobile transportation - PV), it is mandatory to change the vehicle registration certificate and license plate.
Thereby, ensuring consistency between the information on the vehicle registration plate and the information on the vehicle registration certificate. In cases where the license plate has been previously changed to a yellow background but the vehicle registration certificate has not been changed, the vehicle owner must complete the procedures to change the vehicle registration certificate.
Ms. Nguyen Thi Lan Huong, Captain of the Road Vehicle Management Registration Team (under PC08 Department) confirmed that since the beginning of the year, the whole province has received and resolved 1,440 cases of issuing and changing vehicle registration certificates (from green to yellow - PV).
In fact, the demand for changing vehicle registration certificates of people and transportation businesses in the area is increasing. PC08 Department had to assign more staff to work overtime and extra hours to meet job requirements.
Lieutenant Colonel Ngo Hoai Nam, Deputy Head of PC08 Department (Dak Lak Provincial Police) commented: "We are focusing on supporting and guiding cases in procedures for issuing and changing vehicle registration certificates.
When Circular 79 took effect, many people and businesses had not yet grasped it, so we asked the responsible staff to provide detailed instructions to them. From there, effectively and promptly implement the issuance and renewal of vehicle registration certificates according to regulations for people".
