On April 15, Dong Nai Provincial People's Committee just issued a document directing departments, agencies, branches, and People's Committees of communes and wards (level 1 budget units) to urgently review affiliated units that still owe electricity bills; requesting level 1 budget units to prioritize balancing and allocating additional funding or guiding lower-level units to complete settlement procedures to definitively pay 100% of accumulated electricity bill debts for 2025 and the first 2 months of 2026.
For units with large debts and overdue periods of more than 6 months (such as An Phuoc Commune Public Service Center, Provincial Agricultural Service Center and units under the Provincial Military Command), Heads of these agencies must be directly responsible if power supply is interrupted due to delays in procedures leading to prolonged debts; the deadline for completing payment is before April 30, 2026.
After April 30, 2026, for units that still have prolonged debts without objective and legitimate reasons, assign the Department of Home Affairs to summarize and advise the Provincial People's Committee to consider and evaluate the classification of completion of tasks in 2026 for the heads of those agencies and units.

Previously, on March 29, the Department of Industry and Trade also sent a document to the Provincial People's Committee on the above content.
According to the Department of Industry and Trade, as of March 16, 2026, the situation of electricity bill payments of state budget beneficiaries is changing slowly. The total accumulated outstanding debt from 2025 and the first 2 months of 2026 is more than 10.4 billion VND with 2,672 unpaid invoices.
In which, some units seriously violated payment discipline, allowing overdue debts for more than 6 months such as: An Phuoc Commune Public Service Center owing 9 consecutive invoices (from June 2025) with a total amount of more than 347 million VND; Provincial Agricultural Service Center owing 61 invoices with a total amount of more than 561 million VND; Unit directly under the Provincial Military Command owing 3 invoices with a total amount of more than 103 million VND.
Through review, the key cause lies in the allocation and issuance of estimates. Level 1 budget units have not promptly allocated funds or slow to complete procedures for appraising unit prices and finalizing operating expenses for affiliated units (typically, the Loc An - Binh Son Residential Area Wastewater Treatment Plant has not been allocated operating expenses for the 2024-2025 period).
