3/4 wind power projects in Quang Tri are implemented by one investor
At the end of May 2024, the Ministry of Public Security's Investigation Security Agency requested Vietnam Electricity to provide information and documents related to 32 solar and wind power plants in provinces and cities to serve the investigation and handling of the case of "Abusing position and power while performing official duties" occurring at the Ministry of Industry and Trade and provinces and cities. Of the 32 projects requested to provide information and documents, there are 4 wind power projects implemented in mountainous districts of Quang Tri province. Currently, all 4 projects have been put into operation and enjoy preferential FIT prices.
That is the Huong Linh 2 Wind Power Plant project implemented in Huong Linh commune (Huong Hoa district, Quang Tri province) which was granted investment policy on July 19, 2015. The scale of the project is 15 wind turbines with a total capacity of 30MW with a total investment capital of more than 1,419 billion VND. The project investor is Tan Hoan Cau Corporation Joint Stock Company.
Huong Linh 1 Wind Power Plant is also invested by Tan Hoan Cau Corporation Joint Stock Company and is located in Huong Linh commune with the investment policy issuance date of December 16, 2015 and March 31, 2020. The project scale is also 15 wind turbines with a total capacity of 30MW, but the total investment capital is higher, with more than 1,689 billion VND.
The third wind power project that was requested to provide information and documents is Huong Hiep 1 Wind Power Plant, which has the same investor as the two wind power plants above and is also located in Huong Linh commune. This project was granted investment policy on June 8, 2018; April 15, 2020; April 22, 2021 and February 16, 2022 with 12 turbines, a total capacity of 30MW, and a total investment of more than VND 1,554 billion.
The fourth wind power project, Tai Tam Wind Power Plant, is invested by Tai Tam Quang Tri Energy Investment Company Limited, located in Huc Commune (Huong Hoa District). The investment policy for this wind power project was granted on November 27, 2020 with a total capacity of 50MW and a total investment capital of VND 1,800 billion.
Violations in the Huong Linh 1 and Huong Linh 2 Wind Power Plant projects
According to the People's Committee of Huong Hoa district, after review, it was found that Huong Linh 1 and Huong Linh 2 wind power plants have not complied with the industry planning approved by the Ministry of Industry and Trade.
Previously, regarding these two wind power projects, Quang Tri province discovered serious violations. The investor of the two wind power plants, Tan Hoan Cau Joint Stock Company, changed some construction locations and used land beyond the land area leased by the Quang Tri Provincial People's Committee. In addition to the wind turbine construction locations leased by the Quang Tri Provincial People's Committee, the investor encroached and arbitrarily changed the land use purpose to build turbine towers; warehouses near transformer stations; and 110kV power lines without permission from competent authorities. Notably, in the encroached area, 1.46 hectares of protective forest land is managed by the Huong Hoa - Dakrong Protective Forest Management Board.
In response to this violation, on September 23, 2024, the Forestry Department requested the People's Committee of Quang Tri province to direct competent authorities to review and determine the specific nature and extent of violations in the two wind power projects to strictly handle relevant organizations and individuals according to the law.
Speaking with Lao Dong, the leader of the Quang Tri Provincial People's Committee said that on September 25, the Quang Tri Provincial People's Committee requested the Department of Agriculture and Rural Development to preside over and coordinate with relevant units to study the opinions of the Forestry Department mentioned above, to advise the Quang Tri Provincial People's Committee to handle the matter in accordance with regulations.
