On the morning of September 23, social media was flooded with information, images, and video clips about the “rare” flooding that occurred in Vinh City. People were advised to be careful and not go out unless it was urgent.

Many roads in Vinh City were deeply flooded, many motorbikes and cars stalled and had to call for help, many vehicles turned around to find a way out, dodged or returned to the starting point.

"I went to visit a relative at Nghe An General Friendship Hospital on Xo Viet Nghe Tinh Street, but the road was too flooded so I had to turn back," said Mr. Le Dinh Hai, in Hung Binh Ward (Vinh City).

Many schools and businesses have closed. Water has flooded many low-lying houses. Wards and communes have continuously warned and supported people to evacuate to safety.

Authorities were mobilized to direct traffic, close roads, assist people when their vehicles stalled, or arrange to clear clogged sewers.

The rescue lines are constantly busy, and rescue vehicles are running at full capacity.

“Flooding has occurred in many places, we have directed wards and communes to take preventive measures according to the “4 on-site” motto, with the goal of ensuring the safety of people’s lives and property,” said Vinh City People’s Committee Chairman Tran Ngoc Tu.
