Dumping soil to block common access
Mr. Cao Ngoc Giao (born in 1994), residing in Tinh Giang commune, Son Tinh district, Quang Ngai province, said that the common path of his house and households living in alley 75, Nguyen Binh Khiem street, group 6, Tran Phu ward, Quang Ngai city is about 3m wide, and has been concreted and used since 2012.
However, from May 30, 2025 to June 1, 2025, Ms. Truong Thi Kim Hop (residing in Group 3, Tran Phu Ward) hired a truck with license plate 76C-043.77 to dump two trucks of soil across the path of 5 households. The dumping of soil across the path makes it difficult for households in the alley to travel.

According to Mr. Giao, Ms. Hop's family had previously sold land to many households living in alley 75 Nguyen Binh Khiem Street. Now, Ms. Hop suddenly dumped soil on the common path, causing many households in the alley to be very upset.
Faced with the above situation, from June 3 to June 5, Mr. Giao and some households submitted a petition requesting the People's Committee of Tran Phu Ward and the People's Committee of Quang Ngai City to take measures to handle the case. On June 9, the People's Committee of Tran Phu Ward held a meeting to resolve the incident. In the meeting minutes, Ms. Hop said that it was not wrong for her to dump soil on her land.
However, Mr. Cao Ngoc Giao said that he bought a house in alley 75 Nguyen Binh Khiem from 2025. Through searching information on the national information system, the road to his house is a straight road, with electric poles on both sides of the road. Ms. Hop's act of dumping soil was incorrect. He suggested that the People's Committee of Tran Phu Ward request Ms. Hop to remove obstacles and restore the original state of the common path, to avoid conflicts and prolonged complaints, affecting local security and order.

In the minutes of the above meeting, Mr. Ho Ky Phuong - Chairman of Tran Phu Ward People's Committee - stated: Ms. Hop's land use right certificate has not been issued or reissued since 2014 according to State regulations, and is not in accordance with actual planning. During the settlement process, the Ward People's Committee instructed the parties to file a lawsuit with the Court or higher competent authorities for settlement.
In the immediate future, the People's Committee of the ward requested Ms. Hop to relocate all land on the concrete road, to ensure travel for households living in alley 75 Nguyen Binh Khiem Street. Assign the ward's land - urban department to monitor and inspect the self-correction of Ms. Hop's dumping behavior from June 9 to June 11.
Talking to a reporter from Lao Dong Newspaper, Mr. Ho Ky Phuong said: this incident has been reported by the Ward People's Committee to the Quang Ngai City People's Committee. The ward has held three meetings to resolve the issue but it has not yet been resolved. The reason is that the authorities had previously issued red books to Ms. Hop right on the common path of households in alley 75 Nguyen Binh Khiem. However, the Ward People's Committee does not have the function or authority to cancel Ms. Hop's red book. Legally, Ms. Hop's red book is still valid.
"I asked Ms. Hop to clean up the piles of soil that had collapsed across the path within 3 days. If Ms. Hop does not comply, the ward will coordinate with the Urban Order of Quang Ngai City to take measures to handle it" - Mr. Phuong said.
According to the reporter's observation on the afternoon of June 12, the land that Ms. Hop dumped had not been cleared yet.
