Being on the exemption list is still being charged
Recently, reflecting to the reporter of Lao Dong Newspaper, Ms. Nguyen Thi Hong Lien (born in 1962, in cluster 6, Quyet Tien residential group, Nong Truong Viet Trung town) questioned the issue of collecting contributions. Ms. Lien's family has 2 mothers, children and 1 grandchild, her daughter has been working far away for 6 years now. Ms. Lien stays home alone to take care of her grandchild, she is past working age.
In 2022, Quyet Tien residential group will implement a plan to collect budget contributions to contribute to infrastructure construction and other funds of the people. The contribution to infrastructure construction of each household is 6 million VND/household and is divided equally over 4 years, 1.5 million VND/household each year, in addition to other funds (management fund, gratitude fund, residential group activity fund, etc.).
In total, in 2023, Ms. Lien paid 1.8 million VND, in 2024 she paid 1.9 million VND. She always paid her contributions in full every year.
In 2024, the group implemented the collection of budget money from each household of 1,910 million VND and she paid in 2 installments: on September 1, 2024 with the amount of 1 million VND, on November 24, 2024 she paid 900,000 VND. Ms. Lien did not pay 10,000 VND because the neighborhood group announced to return it because it did not collect the children's fund (10,000 VND).
“However, as far as I know, the list of households eligible for exemption and reduction compiled by the residential group and submitted to the People's Committee of Nong Truong Viet Trung town includes my household's name. I went directly to the People's Committee of Nong Truong Viet Trung town to verify the content. Here, the accountant of the People's Committee of the town showed me the list of exemptions and reductions kept in the file. After checking, I was on the list of households eligible for exemption and reduction submitted by the residential group to the People's Committee of the town” - the complaint clearly stated.
Another case reflects that Ms. Sinh (name changed) is past working age, and has two children still in school, so she asked for a reduction in her contribution, but was not granted.
Because the neighborhood association did not accept the exemption, she still had to pay for 2 years (2022-2023). The amount she had to pay each year was more than 1.7 million VND and 1.8 million VND respectively. However, in 2024, she was informed that she was eligible for an exemption and only had to pay 410,000 VND, even though the number of people in the household did not change.
Error Detection
After Lao Dong Newspaper reported, the People's Committee of Nong Truong Viet Trung town stepped in to clarify the matter. Chairman of the People's Committee of Nong Truong Viet Trung town (Bo Trach district, Quang Binh province) Phan Van Trung said that after discovering the wrongly collected money from Ms. Sinh, the residential area returned it to her. The amount returned was 3 million VND, this is the amount of money collected wrongly in 2022 and 2023.
Mr. Phan Duy Tan - head of cluster 2 (Quyet Tien residential group) said that the treasurer of the residential group gave him 3 million VND to meet Ms. Sinh directly to return it. Confirming with Lao Dong Newspaper, Ms. Sinh's family said that the residential group had returned the above amount to her.
Regarding the case of being on the exemption list but still being charged, the Town People's Committee has inspected and initially discovered 16 similar discrepancies. Upon discovering the above discrepancy, the Town People's Committee immediately set up a team to inspect. The team will inspect the entire list of fees collected at Quyet Tien residential group. After the inspection, the Viet Trung Farm Town People's Committee will have a meeting with the people of Quyet Tien residential group. From the detected violations, there will be a direction for handling according to regulations.
