A series of models died young

That is Nong Tin Company presiding over the topic "Experimental model of planting, processing and consuming Sachi products according to the value chain in Ba To district and Tra Bong district, Quang Ngai province"; VietRAP Hanoi Company presides over 2 tasks: Topic "Building a model of planting, preserving and developing the medicinal plant seven leaves one flower in 3 districts Ba To, Son Tay and Tra Bong, Quang Ngai province"; Topic "Experimental research on the model of linking planting and consuming Panax pseudoginseng in some mountainous districts of Quang Ngai province"; Hanoi Center for Research on Planting and Processing of Medicinal Plants presides over the topic "Experimental research on the model of linking planting and consuming Codonopsis pilosula and Khoi Nhung in some mountainous districts of Quang Ngai province".
Accordingly, the project "Building a model for planting, preserving and developing the medicinal plant seven leaves one flower in 3 districts of Ba To, Son Tay and Tra Bong" will be implemented in 33 months, from April 2020 to December 2022 with a total budget of over 2.5 billion VND. Of which, the provincial science career budget is 1.7 billion VND. Non-state budget budget is 835 million VND (enterprise capital 500 million VND; people's contribution capital 335 million VND).
According to the assessment of the Provincial Acceptance Council, this project did not complete its tasks because during the implementation period in Quang Ngai from April 2020 to December 2021, the presiding agency encountered many difficulties due to heat, storms, and the COVID-19 pandemic. The model died prematurely, causing great waste, but according to the leader of the Department of Science and Technology, the reason for the failure to complete the task was objective, so the above project did not have to return the State budget funds that had been used correctly according to regulations, over 1.6 billion VND.
The project "Experimental research on the model of linking the cultivation and consumption of Panax pseudoginseng in some mountainous districts of Quang Ngai province" is also chaired by VietRAP Investment and Trade Joint Stock Company, implemented for 33 months, from April 2020 to December 2022 with a total budget of over 2.4 billion VND. Of which, the provincial scientific career budget is over 1.4 billion VND. Non-state budget budget is 1 billion VND (enterprise capital 500 million VND; people's contribution capital 500 million VND).
According to the assessment of the provincial acceptance council, this project also failed to complete its tasks due to many difficulties due to extreme weather, prolonged heat; floods, and diseases that caused mass deaths of Panax pseudoginseng plants. Also falling into a situation of failure, causing great waste, but according to the leader of the provincial Department of Science and Technology, the reason for the failure to complete the task was objective, therefore this project did not have to return the State budget funds that had been used correctly according to regulations, nearly 1.4 billion VND.
Project failed, budget not recovered
For the topic "Experimental model of planting, processing and consuming Sachi products according to the value chain in Ba To and Tra Bong districts, Quang Ngai province" chaired by Nong Tin Science and Technology Company Limited, the implementation period is from September 2019 to December 23, 2022 with a total budget of nearly 5.3 billion VND. Provincial science career budget is over 1.8 billion VND. Non-state budget budget is over 3.4 billion VND, of which, enterprise capital is over 1.4 billion VND, and people's capital contribution is over 2 billion VND. The model did not bring the expected results. Most of the project's Sachi tree area died.
According to the leader of the Department of Science and Technology, the reason is due to pests, heat, storms... the agency in charge of the project is still subjective in surveying, selecting locations, selecting households to participate in building the model... A PhD in the field of agriculture working in Quang Ngai said that the total budget for science and technology spent on 3 units in charge of implementing the above 4 models is about 5 billion VND. However, up to now, the Department of Science and Technology has not recovered the lost money for the budget, and the most surprising thing is that the leader of the Department of Science and Technology has submitted a proposal to the Provincial People's Committee not to recover over 3 billion VND that was settled for VietRAP Hanoi Company.
In the document of the Office of the People's Committee of Quang Ngai province on conveying the opinions of the Provincial People's Committee's leaders to the Department of Science and Technology on November 29, 2023, the leaders of the People's Committee of Quang Ngai province emphasized: "In order to closely review and direct the handling of provincial-level science and technology topics (failed acceptance) and ensure compliance with regulations, the Department of Science and Technology is requested to preside over and coordinate with relevant local agencies and units to closely follow the regulations and instructions of the Central Government to promptly review and specifically determine the responsibilities of the parties (the agency in charge of implementing the topic, relevant Councils, State management agencies) for the above-mentioned failed acceptance topics; on that basis, synthesize and take responsibility for the proposed content and report to the Provincial People's Committee. The completion time is before December 10, 2023".
However, up to now, the Department of Science and Technology has not yet reported on the handling of the above topics.
