The Ministry of Construction becomes one of the 3 ministries and sectors that complete the targets according to Conclusion 18-KL/TW.
Accordingly, in the field of registration, in 2025, implementing the reduction plan, the time to resolve administrative procedures in the field of registration will be reduced by 30.8% (equivalent to 169 days), compliance costs will be reduced by 33.2%, 5 administrative procedures will be abolished and 25/47 business investment conditions will be reduced, reaching a rate of 53.1%.
At the same time, publicize and make transparent the procedures under management so that people and businesses can easily access them.
To date, the list of administrative procedure settlement results for 64 procedures under management has been updated on the basis of the national database, adding online public services for 12 procedures related to businesses as required by the Ministry of Construction.
In 2026, the Ministry of Construction proposed to abolish 24 administrative procedures; develop a plan to cut 43% of the time to carry out administrative procedures, reduce 59% of compliance costs and cut 75% of conditional investment and business lines.
According to this plan, the Vietnam Register will only manage one conditional business line, which is the business of motor vehicle inspection services.
In the railway sector, it is proposed to reduce the number of procedures under the Railway Law from 20 to 12. Among these, the unit proposed to keep 4 procedures directly related to safety; transfer 7 procedures to localities and abolish 1 procedure.
The Ministry of Construction is currently continuing to review and appraise, if decentralization is promoted, only 2 procedures will be kept at the central level, and 9 procedures will be transferred to localities.
In the aviation sector, the Ministry of Construction is completing the system of documents guiding the implementation of the Law on Civil Aviation of Vietnam.
According to the Civil Aviation Authority of Vietnam, draft decrees and circulars are all reviewed in the direction of minimizing administrative procedures and business conditions.
Similarly, in 2025, the Vietnam Road Administration cut and simplified 44/56 administrative procedures, reaching a rate of more than 78%; cut the time to resolve administrative procedures by 100/287 days, reaching a rate of nearly 35%; cut administrative procedure compliance costs by more than 34/99 million VND, reaching a rate of more than 34%; cut and simplified business investment conditions by 17/54 conditions, reaching a rate of more than 31%.
Notably, 100% of administrative procedures have provided online public services for procedures related to businesses, of which 49/56 procedures provide full online public services.
In the field of roads, develop a plan to cut and simplify administrative procedures to ensure a 50% reduction in the time to resolve administrative procedures and 50% of the cost of complying with administrative procedures compared to 2024.
In the field of Maritime and Waterway, from the beginning of 2026 to now, 60 administrative procedures have been amended and supplemented and 21 procedures have been abolished, including many procedures related to ports, maritime signals and inland waterway vehicle operations at seaports.
At the same time, 29 conditions have been reduced through government decrees and resolutions, including abolishing, amending and simplifying dozens of administrative procedures and business conditions.
In the coming time, this sector will continue to abolish 21 more administrative procedures, cut 7/9 industries and 42/58 business conditions.
