The Ministry of Construction has just issued Decision No. 660/QD-BXD on announcing administrative procedures that have been amended, supplemented, and abolished in the field of registration and inspection, under the management scope of the Ministry. This is considered the next step in efforts to cut, decentralize, and simplify administrative procedures and business conditions according to Resolution No. 24/2026/NQ-CP of the Government.
Accordingly, administrative procedures such as re-issuance of Certificates of technical safety and environmental protection quality for imported motor vehicles, as well as re-issuance of Notices of exemption from quality inspection of imported components, will be shortened in processing time.
In case the dossier is complete, the Road and Railway Vehicle Registration Center (NVICC) under the Vietnam Register will reissue it within 2 working days. If the dossier is incomplete, NVICC will guide businesses to complete it.

In addition, some procedures related to car warranty and maintenance facilities have been abolished, helping businesses reduce time and administrative costs. The decision also clearly stipulates the method of submitting dossiers, which can be online through the National Single Window Portal or submit paper dossiers in cases of force majeure.
Similarly, the procedure for re-issuing the Notice of exemption from quality inspection of imported components is also carried out at NVICC with corresponding settlement deadlines: 2 working days for complete and valid dossiers, 24 working days to issue a copy in case of loss, and 2 days to reissue when expiring.
In addition, the Decision clearly states the list of administrative procedures to be abolished, including: issuing, renewing, and re-issuing Certificates of warranty and maintenance establishments for automobiles subject to Decree 116/2017/ND-CP.
