On September 23, according to PV's investigation, recently the Chairman of Dien Bien Provincial People's Committee issued a decision to announce the List of new administrative procedures in the field of geology and minerals under the management function of the Department of Industry and Trade, replacing the previous regulations under the Department of Agriculture and Environment.
The decision takes effect immediately to promptly standardize the process of receiving and resolving dossiers for businesses in the area.
Accordingly, procedures such as selecting organizations/individuals for exploration and exploitation in non-auction areas; new issuance, re-issuance, extension, transfer of exploration rights (including rare earths) and survey of ordinary mineral groups are all assigned to the Department of Industry and Trade for management.
In which, the time for appraising and issuing new exploration licenses is 70 days; extension of licenses is 16 working days; procedures for approving group IV mineral surveys are only from 8 to 9 working days.
In order to create maximum convenience and reduce compliance costs, people and businesses can submit dossiers and receive results flexibly at the Provincial Public Administrative Service Center or the Commune-level Public Administrative Service Center according to the one-stop shop, one-stop inter-agency mechanism.
