Progress is not guaranteed
On September 23, reporters of Lao Dong Newspaper recorded at the Vy Da bridge expansion construction site (Hue City), there were no workers working. Machinery and materials serving construction are lying motionless at the construction site in rainy weather conditions, many items are still unfinished.
After being restarted with a new contractor, the project has not had a clear change in progress. The construction atmosphere in some deserted areas, while many remaining tasks have not been deployed synchronously.
Previously, package No. 28 with a construction value of 114.111 billion VND was implemented by Hoa Binh Joint Stock Company 479. Because the contractor did not meet the progress according to the contract and commitments, the investor terminated the contract with this unit on April 13.
As of March 31, 2026, the accumulated disbursed value of the bidding package reached 79.794 billion VND, equivalent to 69.93% of the construction value.
After the contract with Hoa Binh 479 Joint Stock Company was terminated, Dong Thuan Ha Joint Stock Company was selected to carry out the remaining work.
On September 23, in an exchange with Lao Dong Newspaper, a representative of the Department of Finance of Hue City said that the contract value is 33.83 billion VND. Dong Thuan Ha Joint Stock Company started construction on August 1, 2026, the expected implementation time is 6 months, completion on February 1, 2027.
For Nhu Y bridge, the contractor has installed the remaining railing on the right branch. Currently, the unit is preparing materials to carry out the steps and expansion joints.
At Vy Da bridge, the contractor has completed the inspection of beam raising and lowering equipment at the 133m beam casting yard, and at the same time completed leveling the M2 bridge opening area on Pham Van Dong street.
However, according to a representative of the Department of Finance, the construction of Vy Da bridge is still slow compared to the plan identified in the bidding documents. The Project Management Board has issued a document requesting the contractor to rectify and accelerate the progress.
Up to now, 4 beams of Vy Da bridge have been cast and the Nhu Y bridge railing is continuing to be completed. From August 1 to now, after more than 1 month and 20 days, the actual progress is still slow compared to the plan," said a representative of the Department of Finance of Hue City.
Request to complete before Lunar New Year
On September 22, leaders of Hue City People's Committee inspected the actual situation of the Vy Da bridge project implementation.
In the Vy Da bridge area, approach roads at both ends of the bridge, Chairman of Hue City People's Committee Le Tri Thanh requested the investor and contractor to focus manpower and equipment to organize construction with higher intensity, including studying increasing shifts and crews at locations that meet the conditions.
According to the request of city leaders, the progress of each item must be closely monitored, units need to proactively develop construction plans suitable to actual conditions and maximize favorable weather conditions.
Areas that have land and are eligible for deployment must be organized for continuous construction. Difficulties and problems arising at the construction site are also required to be handled promptly, avoiding affecting the overall progress of the project.
The goal set by Hue City leaders is to complete Vy Da bridge and approach roads at both ends of the bridge before the Lunar New Year, while ensuring quality and safety requirements during construction.
The request to accelerate the progress is raised in the context that the project has experienced many delays and has to change the contractor for the remaining work.
Vy Da bridge is one of the important traffic projects in Hue City, with a large volume of people and vehicles passing through every day. The bridge expansion aims to increase traffic capacity, ensure traffic safety and complete connection with the new urban area of An Van Duong.
