According to a report from the Lao Cai Provincial Department of Agriculture and Environment, on the night of September 15 and early morning of September 16, the western area had heavy rain.
The large accumulated rainfall caused the soil to saturate water, increasing the risk of continued flash floods, landslides, subsidence and rock rolling in hilly and steep slopes.
By 2 pm on September 16, the whole province recorded 5 houses affected by landslides, including 1 house in Van Chan commune, 3 houses in Phinh Ho commune and 1 house in Hanh Phuc commune.
Not only affecting houses and people's production, heavy rain also damages and cuts off many traffic routes in the area.
In Nghia Tam commune, the overflow bridge in Lien Thanh village is deeply flooded, people cannot pass through. Students' travel is affected, and they have to temporarily take leave from school to ensure safety.
In Cau Thia ward, about 30m of the road towards Hang Gang, Ban Co residential group, the road to Pa Hu hydropower plant was landslide and the roadbed was lost. Local authorities have closed the road, arranged forces to be on duty at checkpoints to warn and guide people.
On the road connecting National Highway 32 with Provincial Road 174 through Phinh Ho commune, at Km18+400, about 25m3 of soil and rock appeared overflowing onto the road surface, causing culvert blockage, making it difficult for people and vehicles to travel.
Not far away, at Km18+300 on Provincial Road 174 connecting National Highway 32 to Lang Nhi, a positive taluy landslide of about 22m3 of soil and rock caused the road to be completely blocked.
The embankment and roadbed area here still have the risk of continuing landslides, posing potential risks for people and vehicles if they intentionally travel through the dangerous area.
In Hanh Phuc commune, Tram Tau - Bac Yen road connecting Provincial Road 174 was also landslide on one side of the road corridor for about 30m. The road surface appeared subsided and cracked for about 50m.
Some other infrastructure projects were also affected. About 50m of anti-erosion embankment at Phai Lo section, belonging to Hanh Son residential group, Cau Thia ward was eroded.
The cultural house of Chong Tau village, Phinh Ho commune was eroded by soil and rocks from the positive slope behind the house wall, with a volume of about 15m3.
According to preliminary statistics, the total value of damage caused by heavy rain in Lao Cai province is about 6.2 billion VND.
In the context that heavy rain may continue, localities are focusing on reviewing high-risk areas, especially residential areas along streams, embankments, slopes and locations where landslides have occurred.
Local forces are mobilized to warn and control dangerous points, and at the same time support people to overcome damage according to the "4 on-site" motto.
Shock forces at the grassroots level, military, police, militia and forces participating in protecting security and order at the grassroots level are being strengthened at points at risk of unsafety.
At landslide routes, local authorities organize the installation of warning signs, prohibiting people and vehicles from entering dangerous areas, and at the same time monitoring geological developments to have appropriate handling plans.
Functional sectors recommend that people in hilly areas, near embankments, along rivers and streams proactively monitor weather warnings, do not pass through landslide points or areas at risk of landslides, especially during heavy rain and at night.
