Removing site bottlenecks

2025 marks a strong transformation of Hanoi in investment in transport infrastructure development. In just one year, the city started construction of 7 bridges across the Red River, 2 urban railway lines, and a series of new roads, creating an increasingly synchronous and modern infrastructure appearance.

Also in 2025, Hanoi recorded many breakthroughs in site clearance to serve key traffic projects, the highlight of which is the Ring Road 1 project, Hoang Cau - Voi Phuc section. The project was once considered a prolonged "bottleneck" and is no longer unfamiliar to people because of its slow progress for many years.

With the close attention and direction of the City Party Committee and Hanoi City People's Committee, led by Politburo member and Hanoi City Party Secretary Nguyen Duy Ngoc, the project site clearance work achieved very positive results. December 15, 2025 is the milestone when localities including O Cho Dua, Giang Vo and Lang handed over sufficient ground to implement the project.

Vice Chairman of Hanoi City People's Committee Truong Viet Dung assessed that this is a very meaningful result, because the entire area is considered one of the most complex bottlenecks of the project. A milestone showing a strong change in implementation effectiveness since the implementation of the 2-level local government model from July 1.

In just over 5 months, O Cho Dua, Giang Vo and Lang wards have completed compensation, support, resettlement, and land recovery for 1,295 households, while 7 years ago, Dong Da and Ba Dinh districts only resolved 686 households," said Mr. Truong Viet Dung.

Vice Chairman of the City People's Committee Truong Viet Dung said that from the practical implementation, it is possible to initially draw some common experiences for large projects in the coming time, in which he emphasized that the responsibility of the head is decisive.

Where the Secretaries and Chairmen directly direct, inspect, and dialogue, the progress will be clear, and administrative discipline and order will be improved," said the Vice Chairman of the Hanoi People's Committee.

After Ring Road 1, Hoang Cau - Voi Phuc section, Hanoi has also completed site clearance for the Ring Road 4 project in the Capital region - a project of great significance in promoting regional economy.

From the practical experiences pointed out, Hanoi is determined to complete site clearance for other important projects in 2026, including sections of the Ring Road 2.5 project; a series of bridges across the Red River such as Tu Lien, Tran Hung Dao, Ngoc Hoi; urban railway project No. 5, Van Cao - Hoa Lac section; No. 2, Nam Thang Long - Tran Hung Dao section...

Projects simultaneously accelerate

Site clearance is considered the "most difficult stage" of each project. When the obstacles are removed, the investor and contractors quickly put all their efforts into construction, ensuring progress and quality of the project.

Mr. Tran Dinh Cuong, Director of the Hanoi Civil Works Construction Investment Project Management Board, said that from the beginning of December 2025, implementing the direction of the City Party Committee and the City People's Committee, the Board has coordinated with O Cho Dua, Giang Vo, and Lang wards to complete site clearance for the Ring Road 1 project, Hoang Cau - Voi Phuc section. In parallel with receiving the site, demolition, cleaning, and creating a clean site for immediate construction are carried out.

Contractors are required to mobilize sufficient personnel, equipment, and construction materials continuously on holidays and weekends. Technical infrastructure items such as drainage and technical trenches are implemented in a rolling manner, moving to where they are done," Mr. Cuong emphasized.

On January 15, Ring Road 1, Hoang Cau - Voi Phuc section, was technically opened to traffic, helping people travel conveniently and safely through the area, while reducing pressure on neighboring routes.

The entire road and two overpasses at Giang Vo and Nguyen Chi Thanh intersections are expected to be completed in 2026.

As for the Ring Road 4 parallel road project in the Capital region, contractors are also focusing resources on construction, ensuring the set schedule.

Mr. Do Ngoc Sam - Commander of package No. 8, Truong Son Construction Corporation (Ministry of National Defense) said that the construction volume of package No. 8 to date has reached about 95%.

At the end of 2025, the contractor received the remaining land area from the local authorities. The entire bidding package is expected to be completed in March 2026.

At package No. 9, constructed by Vietnam Import-Export and Construction Corporation - Vinaconex, the current progress is about 85%.

With a length of more than 20km, this is the largest bidding package for the parallel road of Ring Road 4 in the Capital region section passing through Hanoi.

Mr. Nguyen Hoang Hai - Commander of package No. 9 said that the package progress is still being ensured according to the set plan. The contractor is committed to completing the package in June 2026 according to the direction of Hanoi city.

The successful removal of land "bottlenecks" not only helps Hanoi's key transport projects accelerate towards the finish line, but also affirms the political determination and effective management of the city government.

When the construction site is bustling with engine sounds, it is also the time when roads and bridges are gradually forming, opening up a larger development space, creating motivation for the Capital to break through in the new development stage.
