New phase, new spirit
From early morning on July 1, bus routes to pick up and drop off cadres, civil servants and public employees from Binh Duong and Ba Ria - Vung Tau departed, bringing hundreds of people to the Ho Chi Minh City administrative center for work. This is an activity within the plan to support civil servants after the city merged with two localities, becoming a super urban area with a population of about 14 million people.
According to the Ho Chi Minh City Department of Construction, the fleet of vehicles operated by Phuong Trang Passenger Transport Joint Stock Company includes 10 cars, fully equipped with wifi, drinking water, and comfortable seats. All cars are clearly marked with signs, divided into morning and afternoon schedules with three flexible time frames, creating maximum conditions for travel.
Driver Nguyen Van Nhan (52 years old) - driving a car from Binh Duong - shared: "The first trip had a small problem due to traffic jams, but seeing the happy spirit of everyone in the car was warm."
Officials using this service only need to present a civil servant or public employee card. Mr. Le Huu Thang - a civil servant working at the Ho Chi Minh City Department of Transport - expressed: "Organizing shuttle buses helps me feel more secure when starting work at my new job. This is a thoughtful preparation step that shows the companionship of the government".
In the new Dong Nai province, after merging with Binh Phuoc province, on the morning of July 1, hundreds of cadres, civil servants, and public employees of Binh Phuoc came to work at departments, branches, and sectors.
Everyone's faces clearly showed excitement. Today, just bring a few more personal items to start working immediately - Mr. Le Van Hai - Deputy Head of the Department of Minerals and Irrigation, Department of Natural Resources and Environment of Dong Nai shared.
According to the provincial Department of Construction, 478 officers from 25 units have registered to use shuttle buses. The province has arranged 5 45-seat vehicles, prioritizing large-scale units such as the Department of Natural Resources and Environment (84 people), the People's Committee Office (14 people), the Department of Health (10 people)...
To support the cadres, the Provincial People's Committee has approved a 6-month support policy for Binh Phuoc cadres working in Dong Nai, including: Housing rental support from 1.5 - 3 million VND/month, meals of 2 million VND/month, transportation costs of 3 million VND/time. The total estimated support cost is up to 99 billion VND.
Driver Bui Huu Van, who directly drove the officers on the morning of July 1, happily said: "The bus runs according to schedule, the road is clear".
In Ninh Binh, administrative units merged from 3 old provinces, Nam Dinh, Ha Nam, Ninh Binh, 12 45-seat vehicles took 515 officials from the old Nam Dinh province to the administrative center for work. The atmosphere at the pick-up points was bustling from 5:30 am, when the staff and civil servants arrived on time, carrying both luggage and the spirit ready.
Ms. Bui Thi Le - an officer of the Department of Construction - shared: "I wake up at 4am to prepare. I am very excited to work in a more modern and disciplined space.
The pick-up and drop-off plan was piloted by the Ninh Binh Provincial People's Committee from July 1 to July 31, with priority given to female cadres, people with young children, or people living more than 45km away from the new headquarters. From August 1, the number of vehicles is expected to increase to 15 in the morning and 15 in the afternoon to meet the increasing demand.
Accompanying, responsibility and determination from the grassroots
The cadres and party members all identified this as a major political task, an opportunity for innovation to promote capacity and contribute more.
I consider this a long-term task, requiring quick adaptation, flexibility and maintaining the spirit of serving the people - said an officer of the environmental resources sector in Dong Nai.
Many officials have also proactively rented houses near their new offices, arranging stable families to work with peace of mind. The high consensus among civil servants is a factor that ensures the smooth operation of the two-level government model from the very beginning.
In any position, cadres must demonstrate the spirit of "close to the people, understand the people, respect the people, for the people"; in the new context, that must be clearly demonstrated through a dedicated working attitude, being ready to overcome difficulties, proactively resolving arising problems, not pushing, not waiting for direction.
Many cadres have clearly shown their awareness of "receiving tasks must be completed as best as possible". From proactively arranging housing and families to stabilize work, to quickly taking up work at the new unit, integrating the collective, maintaining professional progress.
In the context of streamlining the payroll and arranging the administrative apparatus towards efficiency and efficiency, the personal role of each cadre becomes even more important. Each civil servant is the " chain" that determines the smooth operation of the apparatus of two levels of government. Therefore, the public responsibility at this time is not only to comply with assigned tasks, but also to be a pioneer and shock spirit in building an administrative system to serve the people.
The fact that thousands of cadres and civil servants across the country have moved to the new administrative headquarters in an exciting, orderly and efficient atmosphere is a positive sign for the process of reforming the administrative apparatus.
This is an important first step towards a streamlined, efficient, nearly people-on-people, for the people-as the spirit that the Party, State and the entire political system are pursuing in the cause of comprehensive innovation.
