In early February 2026, the Ministry of Public Security coordinated with the People's Committee of Dien Bien province to organize the inauguration ceremony of the project to bring national grid electricity to Phang Cu and Hang Chua villages, Sang Nhe commune.
The power supply project for 2 villages of Phang Cu and Hang Chua has a total investment of over 17 billion VND, including items: 35 kV medium voltage power line over 5 km long with 50 poles, 2 BMA substations and 0.4 kV low voltage power line nearly 5.3 km long with 88 poles.
The construction unit also installed meters, wires and installed electrical panels and light bulbs to homes for more than 200 households.
Through actual surveys, 13 households belonging to the My Lang B village population group and 2 households in Hang Chua village arose, these are households located far from the main route, high mountain terrain, deep abysses, with only walking trails.


Although construction was carried out in difficult conditions, with the motto "no one left behind", the units were determined to bring light to each household.
After 18 days of construction, the power supply project in Phang Cu and Hang Chua villages has been completed, exceeding the set schedule, ensuring power supply for people before Binh Ngo Tet 2026.
According to Ms. Giang Thi Ky (Hang Chua village): "When I have electricity, I am very happy. I thank the Party, State, Dien Bien Provincial Police and sponsors for their concern for the people.
Mr. Thao A Khu - Head of Hang Chua village said that the day with electricity is the happiest day for the villagers. "Having electricity helps people have more faith and hope. From now on, children have electric lights to study in the evening, adults can watch TV, learn how to do business, farm, and raise livestock better" - Mr. Khu said.

Informing about the meaning of the project, Mr. Tran Ngoc Duyen - Vice Chairman of Sang Nhe Commune People's Committee emphasized that the national grid will create motivation for people to develop the economy and sustainably reduce poverty. At the same time, access to information, public services, health, and education will be more convenient, making an important contribution to building new rural areas in the locality.
Colonel Lu Minh Phuong - Deputy Director of Dien Bien Provincial Police affirmed: "The completion of the project to bring national grid electricity and mobile coverage to Sang Nhe commune is extremely important. Grid electricity is not simply technical infrastructure but a foundation to improve people's knowledge, improve life, and narrow the development gap between highlands and favorable areas".
Also according to the leaders of the Provincial Police, when people's lives are improved and livelihoods are stable, the people's security posture will be firmly consolidated, and the risks of being lured and incited by bad guys in the highlands will be gradually pushed back.



The project to bring national grid electricity to Phang Cu and Hang Chua villages, Sang Nhe commune, started on January 8, chaired by the Provincial Police, in coordination with sponsors AIT Information Technology Application and Development Joint Stock Company and GELEX Group.
More than 50 turns of officers and soldiers of the Mobile Police Department (PK02), Sang Nhe Commune Police and 35 soldiers of the Northwest Mobile Police Regiment (E24, K02 - Ministry of Public Security) were mobilized and regularly present at the construction site to support construction.
