"Overcoming the sun, overcoming the rain" on the construction site
The Hoa Binh - Moc Chau expressway project through Hoa Binh province is 34 km long, with a total investment of 9,997 billion VND. Of which, 21 km passes through Da Bac district with 88 households in Cao Son, Tien Phong, Tu Ly communes and Da Bac town affected in terms of housing and land, and must be resettled.
In Cao Son commune, there are over 1,000 plots of land that need to be identified as owners as well as compensated and cleared for handover to the construction unit. The work of measuring, counting, identifying land owners, people's assets on the land... is being implemented by the commune government in coordination with functional agencies.
Ms. Nguyen Thi Hiem, a resident of Cao Son commune, shared: "When we learned that the Hoa Binh - Moc Chau expressway project was passing through, we were very excited. As one of the households whose land is within the project's clearance area, my family completely agrees and supports the compensation and site clearance work."
According to Ms. Hiem, the family has received compensation and handed over the site to the project construction unit. People are looking forward to the project being completed and put into operation soon to open up more opportunities for people in disadvantaged areas.
Mr. Nguyen Van Thang, Head of Seo hamlet, said that when there was a policy to invest in the expressway project, 100 households with land within the clearance area all agreed with the major policy of the Party and State.
On January 30 (the 2nd day of Tet), speaking with Lao Dong, Mr. Nguyen Thanh Tuan - Vice Chairman of the People's Committee of Da Bac district said that there are 21.7 km of expressway passing through the district. The People's Committee of the district has issued 2 decisions approving the compensation, support and resettlement plan to implement the expressway project with a total cost of 77 billion VND in 2 times; The payment and handover of the site to the investor with a length of more than 6 km has been completed.
According to Mr. Tuan, the locality has completed the counting of the remaining kilometers and is posting them on the entire route; at the same time, propaganda and mobilization work is being carried out for 60 households that must be relocated.
Nearly 60 km away, the Hoa Binh - Hanoi Regional Linking Road and Son La Expressway (Hoa Binh - Moc Chau) project with a total investment of VND 4,120 billion, which was ordered to start construction by Prime Minister Pham Minh Chinh in early 2023, is also being hastily implemented.
The above project has a total route length of about 50 km, including 2 phases. Of which, phase 1 has a length of more than 30 km, starting construction in February 2023; phase 2 has a length of about 12.3 km, the route is developed along the Hoa Binh - Moc Chau expressway.
After more than a year of project implementation, the progress has reached 20% on the entire route. Contractors have organized construction at 18 out of 20 bridge locations, 3 residential underpass locations, large culverts and roadbed items. The total construction value reached more than 333/1,666 billion VND.
Expectations for development in the Northwest region
Mr. Bui Duc Hinh - Chairman of the People's Committee of Hoa Binh province said that the two above-mentioned routes are key routes of the province, having very important significance for the economic and social development, ensuring national defense and security of Hoa Binh province and other localities.
Regarding the Hoa Binh - Hanoi regional connecting route and Son La expressway (Hoa Binh - Moc Chau), when completed, the project will form a very important belt axis, connecting traffic axes, helping to shorten the distance and travel time in the direction of Hanoi - Hoa Binh City - Kim Boi, enhancing the ability to connect and trade the provinces of Ha Nam - Hoa Binh - Phu Tho - Son La with the national traffic infrastructure system.
Prime Minister Pham Minh Chinh affirmed that when the Hoa Binh - Moc Chau expressway is formed, it will be the premise for the formation of the Hoa Binh - Son La - Dien Bien expressway and combine it with the external traffic network of Son La province with Hoa Binh province and the Northwestern provinces with the capital Hanoi (via the Hoa Lac - Hoa Binh expressway), creating an expressway axis connecting the Northwestern region with the Northern economic region, connecting to the Northeastern border gate and Lach Huyen international seaport; reducing the load on National Highway 6.
The Prime Minister also proposed to shorten the project construction time by one year, completing it by December 31, 2027, and immediately build the project's phase 2 plan, expanding it to 4 lanes.
