Participating in the plan are representatives of the People's Procuracy of Region 5, People's Court of Region 5, People's Enforcement Department of Region 5, medical forces, officers, civil servants of departments, branches, unions and security forces of Phu Van ward, along with officers and soldiers of the Ninh Binh Provincial Police Department.
The investment project to build the Tay Phu Van New Urban Area (Phu Van ward, Ninh Binh province) has a total land area to be recovered of 233,774m2.
To date, 21/21 households with residential land and 24/25 households with agricultural land have agreed to the counting, while 1 household of agricultural land that does not agree to the counting must be forced to count; 1 household has assets and structures on the land area managed by the Ward People's Committee and the land area of other households that have received compensation and support but have not yet been cleared.
1 household with assets and crops on the land area of other households has received compensation and support and has been decided by the Provincial People's Committee to hand over the land to the investor who must organize construction but has not relocated.
Previously, on November 7, 2025, the People's Committee of Phu Van Ward issued a decision on compulsory counting and notified the above households to voluntarily dismantle and clear assets and crops on the project implementation area according to regulations.However, households still do not comply.
The process of enforcing the counting, clearing, and protection of construction took place to ensure security, order, and safety for the right purpose and required the set plan.
