Accordingly, after considering the proposal of the People's Committee of Tan Chi commune in the official dispatch dated November 7, 2025 on requesting a policy to enforce land recovery to implement the project of investment in construction and business development of technical infrastructure of Nam Son - hap Linh Industrial Park, in Xuan Ho village.
The Chairman of the People's Committee of Bac Ninh province agreed in principle that the People's Committee of Tan Chi commune should carry out legal procedures to prepare for compulsory land recovery in cases that have fully implemented procedures for land recovery according to legal regulations and have repeatedly propagated and mobilized persuasively, but the people whose land was recovered still deliberately did not agree, opposed, and did not comply with the land recovery decision that had come into legal effect by the competent state agency.
The Chairman of the People's Committee of Bac Ninh province assigned the People's Committee of Tan Chi commune to work with the Provincial Police to prepare a plan to arrange forces on the principle of only organizing compulsory land recovery on the field after determining and assessing to ensure absolute security and safety for people and property.
According to the reporter's investigation, previously, on October 4, Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh chaired a conference to review the progress of two industrial park infrastructure projects including Que Vo Industrial Park 2 and Nam Son - hap Linh Industrial Park invested by Kinh Bac Urban Development Corporation.
Of which, Nam Son - hap Linh Industrial Park has a total area of over 300 hectares, and has so far handed over 236 hectares, achieving positive results in site clearance.
The remaining area is still facing difficulties because some households have not agreed. The investor requested the local government to continue to direct, mobilize, and handle the project thoroughly to ensure construction progress.
Mr. Pham Van Thinh noted that communes and wards need to publicize the planning so that people can grasp information, create peace of mind and consensus during the project implementation process. The Provincial Land Fund Development Center needs to closely coordinate with the locality to ensure site clearance progress according to the set plan.
On the investor's side, it is necessary to study the recovery of interspersed and difficult-to-grow land of the people, and at the same time prepare adequate resources and funding to pay and handle difficulties in the implementation process.
