The Luat Le River dike (Tuy Phuoc commune) broke, water overflowed like a flood waterfall in Tuy Phuoc and Tuy Phuoc Dong communes, Quy Nhon Bac and Quy Nhon Dong wards.
Police and military mobilized vehicles and human resources to rescue thousands of households in the immense, white sea.
Many motorbikes and cars stalled in the middle of the street; people had to walk or park at higher points. Some inner-city traffic routes were cut off, authorities put up warning signs, and restricted travel.
The floodwaters rose so quickly that many households could not react. Many families had to raise their belongings, move their assets to the upper floors or temporarily send them to relatives' houses. Students at many schools in the area have been notified to stay home from school to ensure safety.
The risk of widespread deep flooding still exists if heavy rain continues. The government has deployed forces to be on duty at vulnerable locations, supporting the evacuation of households in low-lying areas.
Currently, the authorities recommend that people do not travel through the fast-flowing water and prepare food, flashlights, and life jackets when necessary.
Ms. Le Thi Bach Tuyet (64 years old, residing in area 6, Quy Nhon Bac ward), said: "The floodwaters rose very quickly, all night without water to clean up things but still could not catch up. The water got higher and higher, forcing the whole family to pack their belongings and run onto the temporary backpacking route."
Mr. Nguyen Tuan An (residing in area 8, Quy Nhon Bac ward) said: "Living in Quy Nhon for 20 years, I have never witnessed any floods. The water rose rapidly, the house was submerged in floodwater. I could only hold my things to escape, but I didn't know where to take shelter."
