Ministry of Public Security is soliciting opinions on a draft decree regulating the management and use of revenue from fines for administrative violations related to road traffic order and safety, as well as the auction of vehicle license plates. The draft will be soliciting opinions until 6.10.2024.
Article 4, Clause 1 of the draft decree stipulates the following general expenditure content:
Expenditure on disseminating and popularizing laws related to ensuring road traffic order and safety: Producing, editing, broadcasting, publishing, transmitting information products with a journalistic or communicative nature, radio and television programs, published works, and other information products (leaflets, posters, banners, slogans, video clips), text messages via mobile phones and social media, organizing seminars, contests, voting, photo exhibitions, rallies, and other forms of communication to enhance information content and disseminate road traffic order and safety, preventing road traffic accidents.
The head of the agency responsible for implementing the communication task is responsible for selecting the form, product, and content of the communication and approving the budget for implementing the work within the scope of the assigned budget, ensuring compliance with policies, regulations, thriftiness, and efficiency, and in accordance with the regulations of the law on bidding, ordering, and assigning tasks.
Expenditure on summarizing and concluding, implementing tasks, and ensuring road traffic order and safety.
Expenditure on official travel expenses, inspection, and supervision of tasks related to ensuring road traffic order and safety.
Expenditure on training, education, and professional development for road traffic order and safety.
Salary for work performed at night or overtime to serve tasks related to ensuring road traffic order and safety, in accordance with the current law.
Expenditure on purchasing equipment and vehicles to serve tasks related to ensuring road traffic order and safety.
Expenditure on fuel and other fuels, maintenance, repair, and upgrading of equipment and vehicles, operating and managing systems, and data bases to serve tasks related to ensuring road traffic order and safety.
Expenditure on statistics, data analysis; building, maintaining, and updating data bases to serve tasks related to ensuring road traffic order and safety.
Expenditure on rewarding collectives and individuals who have provided valuable information to ensure road traffic order and safety; collectives and individuals who have outstanding achievements in tasks related to ensuring road traffic order and safety, in accordance with the law.
Expenditure on international cooperation related to road traffic order and safety.
Expenditure on visiting and supporting road traffic accident victims, families of victims who died in severe road traffic accidents, and families of victims in the Lunar New Year, "World Day of Remembrance for Road Traffic Victims."
Expenditure on operating hotlines for ensuring road traffic order and safety.
Expenditure on other tasks related to ensuring road traffic order and safety.
