At around 7:00 p.m. on April 25, in Loc Nam commune, Bao Lam district, a heavy rain occurred for more than 30 minutes, causing local flooding in some areas.
In hamlet 3 (village 4), heavy rain caused severe flooding in residential areas. Because the foundation of the households was about 0.4 meters lower than the road surface, rainwater from the road surface and drainage culverts flooded into the houses of more than 10 households.
This incident has seriously affected the daily life and property of the people.

Many households have had their houses flooded with water from 0.6 to 0.8 meters deep; many people have not been able to move many household items such as tables, chairs, beds, cabinets, etc., so they are deeply flooded.
Among the households whose houses were flooded, there were 4 households with elderly people and children forced to move to neighboring houses to ensure safety.

According to the residents, not only rainwater but also sewer water accompanied by mud and dirt that give off a strong stench also flooded into the house.
According to the investigation, during the process of leveling the ground, a household filled a drainage ditch.
This drainage is nearly 2 meters deep, containing all the wastewater and waste, but due to the filled ditches, it has been stagnant for a long time. When there is heavy rain, the water has no place to drain, so it has dragged wastewater from the drainage to the houses of households.

Mr. Nguyen Van Hung, a resident, said that after the rain, his family was playing with water, but at 8pm, the house was still flooded more than 0.5 meter.
Most of the household items in Mr. Hung's house were flooded, with a high risk of damage.
"The worse thing is that the water flooded into our house, giving off a strong stench. Hopefully, the local government will soon have a solution to help more than 10 of our households stabilize their lives," said Mr. Hung.

Earlier, on the evening of April 21, residents here also had their houses flooded after about 30 minutes of rain.
The households have also reported to the People's Committee of Loc Nam commune about the buried drainage ditch that caused rainwater to flood into their houses. However, the above situation has not been resolved.
