On the morning of September 17, according to records in some localities along the Buoi River in Thanh Hoa province, floodwaters are still at high levels, many residential areas and roads are flooded, and people's travel is facing many difficulties.
At about 6:30 am on the same day, in the area at the beginning of Thach Dinh bridge, Kim Tan commune, the water rose high, flowing strongly across the road, making it impossible for people to pass.
In Thanh Truc village 3, Kim Tan commune, water continues to flood deeply into residential areas. Images recorded by people at more than 6 am show that many houses are flooded, tables, chairs and property are flooded. People said that the water is still rising rapidly at this time.
Previously, because the Buoi River water continued to rise and overflow through the Thach Dinh dyke area, the Kim Tan commune government mobilized forces to support people in areas at risk of unsafety to move people and property to safe places.
From about 10 pm to 12 pm on September 16, commune forces were present in the affected areas to support evacuation. According to local information, by 12 pm, households subject to relocation had been moved out of the dangerous area.
In Thach Binh commune, the rising Buoi River water also caused flooding in many areas. Local authorities and functional forces organized the evacuation of people and supported the relocation of property out of flooded areas.
At 8:00 PM on September 16, the water level of the Buoi River at Kim Tan hydrological station was recorded at 12.27m, exceeding alarm level III.
Previously, the Thanh Hoa Provincial Civil Defense Command issued alarm level III on the Buoi River. At 10:00 AM on September 16, the water level at Kim Tan hydrological station was 11.34m, 0.66m below alarm level III; functional agencies forecast that the water is likely to reach alarm level III, equivalent to 12m, on the same evening and will continue to rise.
Heavy rain combined with rising Buoi River water has previously affected hundreds of households in Kim Tan, Thach Binh, and Thanh Vinh communes; many low-lying areas along the river, spillway points and residential areas were flooded. Along provincial road 523 and national highway 217B, the section from Kim Tan to Thanh Vinh, many areas were surrounded by floodwaters.
Not only flooding occurs, prolonged rain also causes landslides in some mountainous areas.
In Dong Luong commune, on the morning of September 17, the locality warned that 2 roads were landslides and completely blocked. In which, on road 530, in the area of Tan Lap village to Van Phu commune, soil from the Na Nieng hill area slid down the roadbed.
At Cay En slope, Tan Lap village, on the route to the old Tan Binh area, soil and rocks from the positive slope slid down the roadbed, causing traffic to be cut off. Local authorities recommend that people do not try to pass through landslide points, and proactively choose other routes to ensure safety.
Faced with the complicated developments of the flood, the Thanh Hoa Provincial Civil Defense Command issued an urgent telegram requesting localities to organize the evacuation of people in dangerous areas, control flooded roads and spillways, and proactively respond to the risk of flash floods and landslides.
