On September 15, information from the People's Committee of Nong Cong commune, Thanh Hoa province said that in the face of heavy rain and rising river water levels, the locality has requested departments, agencies, functional forces and villages to urgently implement response measures.
According to the People's Committee of Nong Cong commune, at 10:00 AM on September 15, the water level of the Yen River at Chuoi hydrological station reached 2.84m, 0.04m higher than alarm level II.
Forecast for the next 24 hours, flood water levels will continue to fluctuate upwards, at alarm level II to alarm level III. Water levels may reach about 3.15m at 4 pm on September 15, 3.20m at 10 pm on the same day and about 3.25m at 4 am on September 16.
Faced with the above situation, the People's Committee of Nong Cong commune requested units and villages to organize serious duty shifts, closely monitor the developments of rain and floods, water levels on rivers, canals, lakes, and dams; fully implement tasks corresponding to each flood alarm level.
Residential areas along rivers, low-lying areas and areas at risk of deep flooding and fragmentation must be urgently reviewed. Local authorities request to proactively notify each household, prepare forces, vehicles and locations to evacuate when dangerous situations occur.
In case of evacuation, the locality prioritizes the elderly, children, people with disabilities and households in difficult circumstances.
Nong Cong commune also requested to strengthen inspection of the dyke system, culverts under the dykes, traffic routes, bridges, underpasses and key areas; arrange forces to guard, warn, and barricade deeply flooded and fast-flowing areas. People and vehicles are not allowed to pass through unsafe areas.
For agricultural production, people are guided to urgently harvest the area of rice and crops that have reached maturity, especially in low-lying areas at risk of flooding; and at the same time proactively protect livestock, aquatic products and property.
The commune police and the Military Command of the commune are required to prepare forces, vehicles, and equipment according to the "4 on-the-spot" motto, ready to evacuate people, rescue, and handle arising situations.
Functional forces also strengthen inspection and prevent people from fishing, collecting firewood or traveling in deep water areas, fast-flowing water, riverside, bridges, culverts and dangerous locations.
Schools, agencies, and units in the area must regularly update on the flood situation, proactively ensure safety for officials, teachers, students, property, records and equipment.
