The Huu Nghi - Chi Lang border gate expressway project - one of the key transport projects in the Northern border area - is facing many difficulties and obstacles in site clearance (GPMB), relocation of technical infrastructure, seriously affecting the construction progress.
If the problems are not resolved promptly, the goal of opening the entire route to traffic before December 19, 2025 according to the direction of the Government is at risk of not being completed.
According to Huu Nghi - Chi Lang Expressway Joint Stock Company, by July 7, the project had only reached more than 28% of the construction volume, while site clearance (GPMB) was still facing many difficulties.
The entire route has handed over 544.18 hectares of land, accounting for 97.6% of the FS step plan, but the arising part according to the technical design (TKKT) has only been completed more than 41%.
Currently, there are still 122 households that have not been relocated, 66 households and organizations have not handed over land, mainly due to not agreeing on a compensation unit price or land disputes.
In addition, the project still has 40 locations for un relocated technical infrastructure, including power lines, telecommunications, and railway signals. 8/44 dumping sites have not been cleared, seriously affecting the construction progress.

On the site that has been handed over, contractors have mobilized more than 2,500 workers, more than 1,100 pieces of machinery and deployed 141 construction teams on 4 packages.
However, the construction volume is still very slow compared to requirements. To date, the volume of newly dug ground has reached more than 47.7%, K95 filling has reached 56.3%, and the underpass for people has been completed about 42.3%.
In particular, important items such as asphalt concrete pavement have only reached about 0.5%, a very low rate compared to the requirements for traffic opening progress.
The total accumulated construction value has only reached about 1,859 billion VND, equivalent to 28.25% of the contract value. Meanwhile, the State budget capital to support the construction of new projects has been disbursed about 913 billion VND out of a total of more than 3,718 billion VND expected.
The reason for the delay is partly due to the recent merger and reorganization of administrative units in Lang Son, causing disruptions to the local government apparatus, affecting site clearance work.

Speaking with reporters, Mr. Bui Quoc Khanh - Director of the Lang Son Provincial Construction Investment Project Management Board said that according to the assessment, the Huu Nghi - Chi Lang expressway project is behind schedule.
Explaining the reason, the leader of the Provincial Construction Investment Project Management Board said that partly due to the project site, however, the main reason is unfavorable weather conditions. For the past month, there have been consecutive heavy rains in the area, making construction difficult.
Currently, to meet the goal of opening the entire route on a layer of asphalt concrete before December 19, 2025 according to the Government's direction, Huu Nghi - Chi Lang Expressway Joint Stock Company has proposed that the People's Committee of Lang Son province resolutely direct the completion of site clearance, relocation of technical infrastructure, and handover of remaining dumping sites before July 20.
At the same time, it is recommended that localities speed up the approval of compensation, support and resettlement plans; increase propaganda and mobilize people to agree to receive compensation and hand over land.
The Huu Nghi - Chi Lang border gate expressway is nearly 60 km long, with a total investment of more than VND 11,000 billion in the phased phase. Of which, state capital accounts for about 49.85%. After completion, the route is expected to shorten the connection time from Huu Nghi border gate to Bac Giang - Lang Son expressway, increase transportation capacity, and promote trade in border areas.
