A fishing boat launched carrying 2 journey monitoring devices
Mr. Phan Van Quang (born in 1967, residing in Quarter 2, Cua Viet Town, Gio Linh District, Quang Tri Province) has 2 fishing boats with registration numbers QT-98202TS and QT-92189TS, and both of them are fishing in the far sea.
On 11.5, the patrol fleet of the Border Guard Command of Quang Tri Province and Con Co Border Guard performed the task of patrolling and supervising fishing activities in Con Co Island area (Quang Tri province) conducted inspection of QT-98202TS fishing vessels when this ship was on the journey to Con Co Island is anchored.
At this time, on the fishing vessel of Mr. Phan Van Quang, Mr. Phan Van Duong (SN 1967, residing in Quarter 2, Cua Viet Town, Gio Linh District, Quang Tri Province) is the driver and look after the vehicle, but there is no storage of the fishing boat journey monitoring equipment. The above acts violated the Government's Decree No. 38/2024/ND-CP of April 5, 2024, stipulating sanctioning administrative violations in the field of fisheries.
Discovering the violation, Con Co Border Guard Station conducted a review and discovered that both fishing boats of Mr. Phan Van Quang had previously completed procedures to leave the port to go fishing far from shore, but only one had gone out to sea to fish.

Next, Con Co Border Guard Station clarified the matter, Mr. Phan Van Quang arbitrarily removed the journey monitoring device on fishing boat QT-98202TS to bring to fishing boat QT-92189TS on May 10, 2025. Mr. Quang then drove the QT-92189TS ship to the offshore waters to get points in order to receive state oil support money.
Only one fishing boat goes to a far away sea to fish, but by carrying 2 journey monitoring devices, when it returns, it will do the procedures to receive state oil support money for both boats - the leader of Con Co Border Guard Station informed.
Administrative fine, stripping of captain title
The Department of Agriculture and Environment of Quang Tri province said that according to the provisions of Decree No. 37/2024/ND-CP, the captain or ship owner must ensure that the fishing vessel journey monitoring equipment operates continuously 24/24 hours from the fishing boat to leave the port until the port. And Decree No. 37/2024/ND-CP stipulates that when installing, removing and replacing cruise monitoring equipment on fishing vessels, the ship owner must report to the state management agency on local fisheries.
With the above case, Mr. Phan Van Quang arbitrarily removed the journey monitoring equipment of the QT-98202TS fishing vessel sent via the QT-92189TS fishing vessel to continue grading for enough time in the coast to profit the State's support money; And Mr. Phan Van Quang kept the journey monitoring equipment of the QT-98202-TS fishing vessel. Therefore, it has violated the act of "storing or preserving each other fishing vessel's journey monitoring equipment when the fishing vessel operates at sea" and "sends the journey monitoring device of the fishing vessel when the fishing vessel operates at sea".
For the above two acts, Acting Chairman of the People's Committee of Quang Tri province Hoang Nam issued a decision to administratively sanction Mr. Phan Van Quang with a total fine of 150 million VND. The additional penalty is to revoke Mr. Quang's right to use his certificate and captaincy certificate as a fishing vessel captain for a period of 9 months.
Quang Tri Provincial Border Guard said that in the coming time, this unit will clarify and strictly handle similar acts.
